Description
The Defense Threat Reduction Agency (DTRA) seeks information as to potential sources which can provide a wide range of services to support the missions of DTRA. This is a SOURCES SOUGHT SYNOPSIS; there is no solicitation available at this time. No response will be provided for requests for a solicitation. THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. DTRA's overall mission is to safeguard Americans and its friends from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosive) by reducing the present threat and preparing for the future threat. In conjunction with performing this mission, there are numerous other supporting activities required to ensure the successful functioning of the agency. DTRA, therefore, is seeking sources that can provide the entire spectrum of a wide variety of services to meet a multitude of agency requirements. The scope of the resultant contract(s) will be to provide these services within the National Capital Area with Department of Defense funds. However, there is the possibility that the requirement may be expanded to include worldwide coverage. The services required are broken down into four major categories: Clerical, Administrative, Professional and Facilities Support. Examples of the type of services encompassing each of these categories are: (1) CLERICAL: Secretarial, data input, records digitization; (2) ADMINISTRATIVE: Mail and distribution, reproduction, copier management, courier, conference and special event administration, graphics, conference room management, technical document processing, FOIA and Privacy Act processing, translations); (3) PROFESSIONAL: Web-page design, web services, web-based training, software development, database development, accounting/financial management, information systems, human resource management, recruitment, management analysis, data collection and analysis, historical research and writing, basic weapons of mass destruction and related research, strategic planning, communications strategy, publications, multi-media and audio-visual productions); (4) FACILITIES: Janitorial, escort, building maintenance and repair, space planning and design, minor construction, furniture moving and installation, warehousing, transportation). DTRA's intent is to award an IDIQ contract to one or more contractors who can each provide the entire spectrum of the above services. Task orders will subsequently be issued identifying the specific efforts to be performed. The anticipated IDIQ contract is not intended to supersede DTRA mission-related contracts all though there may be specific tasks order issued related to these types of efforts. It is anticipated that the bulk of the requirements placed on this IDIQ will be for support-type functions. It is currently anticipated that the contract(s) will have a long-term period of performance of at least five years, currently estimated at $2-3 million per year. This SOURCES SOUGHT SYNOPSIS is NOT a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Any information submitted by respondents as a result of this synopsis is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers are requested to provide company literature that will demonstrate their corporate experience in acquiring services in the above areas AND/OR provide a capability summary not to exceed five (5) pages in length describing their relevant corporate experience. This information should be submitted to demonstrate corporate experience in the National Capital Region and then may be supplemented with information to demonstrate corporate experience worldwide. DTRA encourages teaming arrangements and participation of small business, small disadvantage business, and 8(a) sources for this requirement. Please include a point of contact.
