Description
_Measuring the Value of Electronic Services._ Legislatively, the Government Paperwork Elimination Act (GPEA) requires Federal agencies to provide individuals and other entities the option of sharing information and transacting business electronically and to maintain records electronically, when practical. SSA must develop credible measures of the social and economic impacts of producing and delivering government services through electronic channels. SSA must be fully accountable to justify its decisions to implement a process, monitor progress and document its achievements. Evaluations performed to date can be made stronger on several fronts: 1) Expand the use of rigorous methodologies to collect data on how activity and cost patterns shift when traditional services are redesigned for electronic delivery. 2) Increase focus on impacts to government agencies that should be included in a comprehensive evaluation of social costs and benefits (e.g. travel and queuing time). 3) Include the estimated shifts in the service mix and related shifts in the distribution of work expected as organizational and social learning takes place over the next few years. More specifically, the contractor shall conduct a research project, compliant with the Office of Management and Budget_s (OMB) current requirements for Cost Benefit Analysis and Return on Investment, to discuss the value of electronic government services and to develop an appropriate methodology for designing and evaluating such services. Elements of this study shall include: Case Study _ a teaching case of roughly 20 to 25 pages based on the collection of data from interviews and materials provided largely by SSA; SSA Symposium _ an all day event for senior managers and others at SSA to explore thoroughly the methodology and results developed, partly through classroom and small group evaluation of the case study mentioned previously; Workshop arranged by the contractor _ a 2-day event attended by up to 10 SSA managers and approximately 70 other public and private sector leaders seeking to lend their experience to problems of evaluating and funding electronic services and to learn from recent research and experience of others; Policy recommendations _ a written summary of the evaluation methodology developed, the results of that methodology applied to SSA services, priorities for future planning and funding of electronic services for the SSA and applicability to other government agencies in terms of compliance with GPEA. Simplified Acquisition Procedures using FAR Part 12, Acquisition of Commercial Items will be used for this requirement. It is anticipated that this contract will be for a thirteen (13) month period.
