- Description
- The United States Coast Guard, Maintenance and Logistics Command Atlantic, intends to issue a firm fixed price contract for repair of a damaged Fairbanks Morse FM38D8 1/8 engine installed on the U.S. Coast Guard Cutter (USCGC) Mackinaw, located in Cheboygan, Michigan. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This simplified acquisition will be issued as a Request for Quote (RFQ), on or about 26 March 2001. The RFQ will be issued via Federal Business Opportunities (FEDBIZOPPS) at www.fedbizops.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the EPS system for RFQ release and all subsequent amendments. This procurement is being issued on an unrestricted basis under the Small Business Competitiveness Demonstration Program. The North American Industrial Classification Code (NAICS) is 336611 _ Ship Repair, and the small business size standard is 1000 employees. The offeror shall submit a technical proposal that addresses the following: 1) Purchase of a replacement Original Equipment Manufacturer (OEM) crankshaft; 2) Rigging Services; 3)Removal of the existing crankshaft and installation of the new crankshaft; 4) Repair of the engine block; 5) Reassembling the engine; 6) Realignment of the engine, and 7) Testing, dock and sea trials. All work shall be performed, in place, on board the USCGC Mackinaw, Cheboygan, Michigan. Period of performance: 14 May 2001 to 13 July 2001. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the government. The government will award a firm fixed price purchase order resulting from this RFQ to the responsible offeror whose conformance to the RFQ will be most advantageous to the government, price and other factors considered. Written quotations are due on 16 April 2001. A Pre-Proposal Conference is scheduled for 5 April 2001, on board the USCGC Mackinaw, Cheboygan, MI. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
