- Description
- The Bureau of Reclamation's Columbia Basin Project has a requirement to: construct approximately 6.4 miles of buried pipe drains with 6- to 8-inch diameter drain pipe laid in a graded gravel envelope; construct structures along the drains including pipe drain outlets and manholes; and, reestablish concrete-lined farm ditches. The work is part of an on-going drainage program for the Columbia Basin Project. This phase of the work is located in Drain Blocks 11, 14, 23 and 87 of the West and Potholes Canal Irrigation Areas: Block 11 is located approximately 13 mile south of Othello, Washington, in Franklin County; Block 14 is located approximately 2 miles south and 5 miles west of Mesa, Washington, in Franklin County; Block 23 is located approximately 7 miles north and 13 miles west of Basin City, Washington, in Franklin County; and Block 87 is located approximately 2 miles north and 30 miles east of Royal City, Washington, in Grant County. A Request for Proposals (RFP) will be issued via the Internet in Adobe Acrobat .pdf format in May 2001 on our PN Region Contracts Group website at www.pn.usbr.gov/contracts. Reclamation reserves the right to revert to CD-ROM or hard copy issuance if the website becomes inoperable. If posted on-line, offerors are responsible for checking the website or contacting Reclamation to determine if Amendments to the solicitation have been issued. If issued on CD-ROM or paper, paper copies of amendments will be provided. The RFP will request offerors to submit brief technical proposals detailing: the offeror's proposed schedule; the offeror's proposed methods and equipment for completing the project; past performance information demonstrating successful performance of this type of requirement; and, other information. Offers will be evaluated on their proposed work plan/ schedule, successful past performance of similar work, and price/price-related factors. The solicitation will contain information regarding site visit opportunities. The estimated range for this acquisition is $250,000 to $500,000. All responsible sources may submit an offer, which we will consider. A presolicitation notice (PSN) will be available within a week of the publication of this notice and will be posted on-line at our website address www.pn.usbr.gov/contracts. Offerors may request the solicitation in writing at the address above, by FAX at (208) 378-5108, or by email to dlarrondo@pn.usbr.gov -- requests should reference the solicitation number and project name. If the solicitation is published via the Internet, offerors who've requested the solicitation will be added to the planholder's list, which will also be published at the website. If the solicitation is issued as a CD-ROM, there's no charge for first copy of the CD and additional copies will be available for a non-refundable fee of $25 per CD. This requirement is not set-aside for small business. Telephone requests for the PSN or solicitation will not be accepted. See Numbered Note 26.
