Description
The Domestic Dependent Elementary and Secondary Schools (DDESS)located at Anderson Air Force in Guam has a requirement for Relocation (Moving) Service. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) document Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is being issued as a Request for Quotation (RFQ). This solicitation document and incorported provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-24. This solicitation is 100% set aside for small business in accordance with FAR 13.10(a). The contractor shall provide all the necessary services, personnel, labor, tools, supervision, supplies, transportation, material handling equipment for the relocation of boxes, furniture, servers, computer equipment and other items and services necessary to perform a full range of moving and related services. The contractor shall provide bubble wrap, boxes, tapes and other related packing supplies so teachers may pack items that they do not want the packers to pack. The contractor will transport government property from site to site within various buildings at the DDESS, Guam. The move is broken down into several phases: (1) Move 76 rooms at the Elementary School and (2) Move 34 rooms at the Middle School. Buildings at the new school are 2 floors with outside stairs. The contractor must remove all trash/packing materials and rubbish. The period of performance is to start on 4 June 2001 and be completed no later than 30 June 2001. A pre-bid site visit is scheduled for 8:30 am on Thursday, 12 April 2001. All interested parties are to meet at Bldg C-1 prior to the walk-through and then proceed to the other locations. It is highly recommended that Contractors participate in the walk-through of the existing installation. Prospective bidders interested in attending the walk-thorugh must submit to this office the company's name and the names of the representative(s) attending (only 2 per firm) along with the telephone and fax numbers by 12:00 noon (Guam time) 11 April 2001. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions or Executive Orders...Commercial Items, DFARS 252-212-7001, Contract Terms and Conditions required to implement statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items, DFAR 252.204-7004 Required Contractor Registration, FAR 52.222-41 Service Contract Act of 1965, As Amended. RESPONSES TO THIS RFQ MUST BE RECEIVED BY 26 April 2001 AT 4:00 PM GUAM TIME AT THE CONTRACTING DIVISION, BLDG 3191 AT COMNAVMARIANAS. All responsible sources may submit a quotation which shall be considered by the agency. ALL INQUIRIES AND CONCERNS MUST BE ADDRESSED IN WRITING and may be sent via fax: (671) 339-3234, attn: Lorraine Unpingco or via email: n8152@guam.navy.mil. No telephone requests will be accepted. The North American Industry Classification System (NAICS) is 484110. All responsible sources should submit their CAGE CODE NUMBER, DUNS NUMBER, TAX IDENTIFICATION NUMBER, AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN THE CENTERAL CONTRACTOR REGISTRATION (CCR) WEBSITE. DOD will not longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database.
