Description
This synopsis is published to the requirement of Federal Acquisition Regulation (FAR) Subpart 5.201. The Department of Labor, Employment and Training Administration intends to award on a sole source basis a contract with the Rehabilitation Research and Training Center on Workforce Investment and Employment Policy (RRTC), University of Iowa College of Law, to provide technical assistance and evaluation on the disability Work Incentive Grant Program. The Work Incentive Grant Program is a priority initiative to assure universal access to people with disabilities entering the One-Stop workforce system. RRTC will provide expert technical assistance, evaluation, and policy guidance on systems change and capacity building to the currently awarded twenty-three (23) Work Incentive Grantees and to those organizations which will be awarded grants in the future, to ensure provision of services to people of varying disabilities within the workforce development system. The period of performance is twelve (12) months from the date of execution plus two 1-year options to extend at the government's discretion. Interested qualified sources are invited to submit a statement of capability (SOC), not-to-exceed 10 pages in length within fifteen days of this publication. The SOC should demonstrate the interested source's experience working on projects with a targeted focus on research and knowledge utilization activities to improve understanding of the relationship between select state and federal policies upon the employment and economic status of Americans with disabilities. No solicitation document exists. Responses to this synopsis must be in writing, no telephonic inquiries will be accepted. Responses must include the SOC and must reference both the synopsis PAR 01-931 and DOL/ETA contact Keith A. Bond, Contracting Officer, 200 Constitution Ave., N.W., Room C-4310. This notice of intent is not a request for competitive proposals. However, all SOCs received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No award will be based on any offer or proposal received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
