Description

NASA Ames Research Center plans to issue a Request for Quotation (RFQ) for the renewal of twelve MATLAB. licenses and purchase of three additional toolboxes in support of Rotocraft Flight Control System Research which consists of modeling, simulation, and analysis of aircraft control system designs. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the software from The Math Works, Inc., Natick, MA, under the authority of FAR 13.106-1(b)(2), based on software's unique capability to integrate mathematical computing and powerful scripting language to provide a flexible environment for technical computing. MATLAB. software is tightly integrated into the existing in-house control system evaluation and optimization tool, CONDUIT, and is the core computational engine of the tool. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 18, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
