- Description
- The Air Armament Center, Combat Support Systems Program Office (AAC/WMO) at Eglin AFB, FL intends to issue a request for proposal (RFP) for lightweight environmental control units (LECUs). The solicitation will be issued on or about 23 APR 01 and will close approximately 15 days after issuance. The solicitation will be conducted using FAR part 12 procedures. Contract Line Item Number (CLIN) 0001, Lightweight Environmental Control Unit for test and evaluation, quantity 1 lot, will be awarded to multiple offeror(s). In order to receive an award, an offeror_s proposal must conform to the solicitation requirements, be determined technically acceptable, and provide the _best value_ to the Government. At least one of the multiple offerors, that receive an award for CLIN 0001, will be a small business possessing NAICS Code 333415 with fewer than 750 employees if their offer conforms to the solicitation requirements, is determined technically acceptable, and provides best value to the Government. Best value will be determined using the Performance-Price Tradeoff (PPT) process described in AFFARS 5315.101-1(a). AFFARS 5315.101-1(a) can be referenced at the following website: http://farsite.hill.af.mil. The solicitation will include an option CLIN for contractor provided pre-operational maintenance and repair support during operational testing. The solicitation will also include option CLINs for production units, spares/repair kits, spares acquisition integrated with production (SAIP), training support, interim support, and data. The estimated minimum quantity for the production units is 40 units in fiscal year (FY 02). The solicitation will include production option quantities for FY 03 through FY 05. Estimated maximum quantities will be stated in the solicitation. As stated previously, the Government intends to award one or more contracts for the LECU for test and evaluation. The unit(s) selected for test and evaluation will undergo verification testing which will include environmental, vapor challenge, logistics, and operational testing. The down select from two or more contractors to one contractor shall occur after verification testing. The winner of the down select will continue into production. The LECU shall be capable of being installed and operational within 30 minutes. The LECU is intended to provide a cooling capacity of 60,000 BTU per hour at 125 degrees Fahrenheit when the return air is 90 degrees (dry bulb) and 75 degrees (wet bulb) at sea level and 12 kW of electric resistance heating for the Collectively Protected (CP) Expeditionary Medical Support (EMEDS) shelter. The LECU shall operate in Nuclear, Biological, and Chemical (NBC) or non-NBC mode. The LECU shall be compatible with one FFA 400-filtration unit (400 cfm) or two M28 motor blower units (200 cfm each). The LECU shall be designed to operate from a 208-volt, 50/60 Hz, 3-phase, 4 pole, 5 wire, 60 amp, wye-connected supply. The ECU shall operate at a power factor of at least 0.9 lagging (threshold)/0.95 lagging (objective). The weight of the LECU is of prime concern and shall not exceed 600 pounds (a 25% weight reduction over the current field deployable environmental control unit, FDECU). The objective weight is 520 pounds (35% reduction). The objective reduction in volume is 25% (30.1 cubic feet). The system shall also provide a minimum of 15-year storage life without performance degradation or 12 deployment cycles (Objective = 20 cycles) within its 15-year service life, whichever comes first. The LECU shall be optimized for transport on C-130 aircraft and the 463L material handling system. This will be a web-posted solicitation. The solicitation will be posted on the Federal Business Opportunities website at http://www.eps.gov on or around 23 APR 01. The Government will not distribute hard-copy solicitations, attachments, exhibits, or amendment documents. Subsequent amendments to the solicitation, if any, will be promulgated via the Federal Business Opportunities website. Prospective offerors are responsible for checking the referenced web site early and periodically for the solicitation and any solicitation amendments. Prospective offerors should not expect notification that any amendment has been issued. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted on the referenced web site. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contract Specialist, or Contracting Officer identified above.
