Description
SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) ESTIMATED REQUEST FOR PROPOSAL RELEASE DATE: 5 February 2001. ESTIMATED PROPOSAL CLOSING DATE: 5 March 2001. This will be an all-electronic solicitation release. No hard copies will be mailed. Solicitation and Amendments will be posted to www.eps.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Offutt AFB and its associated sites. The work is required in support of 55 Civil Engineer Squadron, Base Civil Engineer (BCE) activities. The contract will be an indefinite delivery-indefinite quantity type contract and will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB). During the contract period, the BCE will identify construction tasks required to complete each specific job, and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office near Offutt AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades, including carpentry, road repair, roofing, excavating, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The North American Industry Classification System (NAICS) code is 23332. The minimum dollar value which will be required under this contract during the basic period and each option year and which will be initiated by one or more delivery orders, will not be less than $300,000.00. The maximum dollar value of the contract during the basic period and each option year shall not exceed $10,000,000.00. The average value of SABER delivery orders under the current SABER contract at Offutt AFB was $63,415.58, with a range from $860.00 to $496,885.00. The performance period will be a twelve-month basic year with four twelve-month option years. This acquisition is set aside for competitive 8(a) concerns. Interested 8(a) firms should, as early as possible, but no later than 15 days after publication of this notice, indicate interest in the acquisition by providing evidence of capability to perform and a positive statement of eligibility as an 8(a) business concern. The Government anticipates significant subcontracting activity under the SABER contract. 8(a) contractors must be registered in the Central Contractor Registration data base. Award cannot be made to an 8(a) contractor not registered in the Central Contractor Registration data base.
