Description
Multiple Award Best Value Construction Task Order Contracts (TOC). The USPFO for Rhode Island is soliciting proposals from General Contractors only for multiple award, multiple discipline, multiple-year maintenance, repair and construction contracts to support the Rhode Island National Guard (statewide). Work to be performed at various Army and Air National Guard locations statewide. Multiple awards will be made. Individual task orders will be issued to TOC contractors based on the low competitive price or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with options to extend contracts for four (4) additional years (each year is a separate Option). Task orders shall not exceed a cumulative amount of $20,000,000 to any one contractor over the possible five-year term. However, if a contractor fails to submit a proposal on what the Government determines is a reasonable number of proposed Task Order "Request For Proposals", the contractor waives its' right to the minimum Task Order guaranty for the instant contract period (i.e. Base Year or Option Year). Individual task orders will be a minimum of $2,000 and a maximum of $2 million, with a possibility of exceeding $2,000,000 upon approval of the Chief, National Guard Bureau, pursuant to the National Guard Bureau Federal Acquisition Regulation Supplement (NGFARS) 1.602-2, Table 1-1, Note G. Source selection procedures in accordance with FAR Part 15.3 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are (1) Current/Present & Past Performance; (2) Technical; and (3) Price Proposal(s) of Prototypical Project(s). Interested parties may download a copy of the Request for Proposal by registering on the Internet site at: http://www.ripfo.ngb.army.mil/ebs/advertisedsolicitations.asp. You must refer to RFP No. DAHA37-01-R-0001. The solicitation will be available 15 calendar days after publication in the CBD. The Solicitation is anticipated to be available on or about 24 April 2001. Written Proposals must be submitted to CW4 Marcel Cartier at the following address: USPFO for Rhode Island, Contracting Office, 330 Camp Street, Providence, RI 02906. Proposals will be due 30 days after issuance of solicitation and must reference this solicitation number on the outside of the package. SOLICITATION THROUGH THE INTERNET. Plans and Specifications may be downloaded via the Internet. Paper will not be issued. NOTIFICATION OF ANY CHANGES TO THIS SOLICITATION (AMENDMENTS) SHALL BE MADE ONLY ON THE INTERNET. It is therefore the Contractor's responsibility to check the above listed web address daily for any posted changes to this Solicitation or its Plans and Specifications. Any changes to the solicitation release date, Pre-proposal meeting and proposal due date will be only posted on the web page. Pre-Proposal Conference(s) will be posted on the Internet web page. Directions will be posted on the web page. Proposal due date will be stated on page 1 of the solicitation. All interested persons are encouraged to submit a proposal. Contractors interested in attending a pre-proposal conference should be prepared to submit any questions in writing at the time of the conference, but may submit questions to the Contracting Officer before the conference as well. The following North American Industry Classification System (NAICS) codes are applicable to this procurement: 233 and 234. No telephone requests will be accepted. All responsible sources may submit a proposal, which shall be considered. All interested parties must be registered in the Central Contractor Registration (CCR) database in order to receive an award. Applications for CCR registration may be obtained online at http://www.ccr2000.com. This is a competitive solicitation for a Multiple Award Best Value Construction Task Order Contract (TOC). All projects between $2,000.00 to $25,000.00 will be 100% set-aside for Emerging Small Business [FAR 19.1001]. "Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code assigned to a contracting opportunity (currently $27.5 million). All other projects between $25,001.00 and $2,000,000.00 will be awarded under Unrestricted Full and Open Competition. Large businesses are required to have a sub-contracting plan for projects expected to exceed $1,000,000.
