Description
Provide labor and materials required for modifications and additions to the United States Border Station, Bridge of Americas, in El Paso, Texas. THIS PROJECT IS FOR 8(A) FIRMS WHOSE BUSINESS PLANS ARE BEING SERVICED BY THE EL PASO DISTRICT OFFICE ONLY. Work includes, but is not limited to, demolition of the existing Headhouse and the construction of a new single story Headhouse; the addition of four (4) new north bound traffic lanes, booths and canopies; a north bound bus lane; a parking/vehicle inspection area, a new super inspection booth, and all other items as listed in the solicitation. There are two Options, which may or may not be exercised. One includes the construction of one super booth in lieu of repairing the existing super booth. The other includes the paying required in Phase 5. The existing Border Station must remain operational at all times during construction. In order to accomplish this the construction process is separated into five (5) Phases which will be described in the solicitation. Each Phase must be completed and accepted prior to beginning the next Phase. The completion time for the entire project is 730 calendar days. Project ATX01246, Solicitation No. GS-07P-01-UHC-5009. The project is being procured using the informal Source Selection Procedures and will result in a firm fixed price award to the offeror that provides the "best value" to the government with technical ability being more important than price. The source selection evaluation factors are listed in the order of importance as follows: Experience and past performance of firm, Experience and past performance of key personnel, and management approach. Estimated construction range for this project is between $1,000,000 -- $5,000,000. Copies of the solicitation should be available on or about May 1, 2001.
