Department of Transportation Federal Aviation Administration Prospective Grant of Non-Exclusive Patent License AGENCY: Federal Aviation Administration, Transportation ACTION: Notice This notice is issued in accordance with 35 USC. 209(c)(1) and 37 CFR 404.7(a)(1) (I). The Federal Aviation Administration (FAA) is contemplating the granting of a maximum of two non-exclusive licenses in the United States to practice the invention embodied in U.S. Patent No. 5,981,290 titled "Microscale Combustion Calorimeter". The patent right in this invention has been assigned to the United States of America by one of the co-inventors. The prospective non-exclusive licenses will be royalty-bearing and will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7. While the primary purpose is to announce FAA's intent to grant non-exclusive licenses to practice the invention listed above, it also serves to publish the availability of this invention for licensing in accordance with law. The prospective licenses (2) may be granted unless the FAA receives written evidence and argument which establish that the grant of the license would not be consistent with the requirements of 35 USC. 209 and 37 CFR 404.7. DATES: Written evidence and arguments against granting the prospective licenses must be received by April 20, 2001. Proposals should be received at the FAA Technology Transfer Program Office (Federal Aviation Administration, Technology Transfer Program Office, AAR-400, FAA WJH Technical Center, Atlantic City International Airport, NJ 08405) by April 20, 2001, and include at a minimum the company's: business plan, marketing plan, commercialization plan, proposed up-front fees and proposed royalty stream. SUPPLEMENTARY INFORMATION: The present invention describes a calorimeter designed to measure the flammability parameters of materials using only milligram sample quantities. The thermochemical and thermophysical processes associated with the flaming combustion of solids are reproduced in the device through rapid anaerobic pyrolysis in a thermogravimetric analyzer. The invention has particular application to the analysis of flame retardation of polymeric materials, heat release and mass loss due to combustion.
