DRAFT PERFORMANCE WORK STATEMENT (PWS) FOR OMB CIRCULAR A-76 COST COMPARISON STUDY. The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing a draft PWS for the acquisition of Base Operating Support Services (BOS) of Fort Detrick, MD. The functional areas include, but are not limited to: 1) Military Personnel Manning, 2) Military Personnel Services, 3) Fitness and Recreation, 4) Continuing Education Services, 5) Visual Information, 6) Ammunition Supply, 7) Retail Supply, 8) Asset Management, 9) Transportation Services, 10) Facilities Maintenance, 11) Grounds Maintenance, 12) Surfaced Area Maintenance including Snow Removal, 13) Steam, Heating, and Cooling Services, 14) Water Services, 15) Waste Water Services, 16) Exterior Electrical Services, 17) Steam Sterilization Services, 18) Family Housing Management, 19) Unaccompanied Enlisted Personnel Housing Management, 20) Facilities Engineering Services Management and Minor Construction, 21) Real Property (Demolition), 22) Pest Control Services, 23) Refuse Collection and Disposal Services, 24) Installation Management, and 25) Mail Services. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). The intent of this request is to obtain comments from interested parties to gain insight into industry best practices. The draft PWS will be refined for future inclusion in an RFP under an OMB Circular A-76 cost comparison study. USAMRAA requests that industry carefully review the draft PWS and offer comments no later than close of business 1 June 2001. The Government will consider all questions and comments received from potential offerors. Any changes made will be at the sole discretion of the Contracting Officer. Time does not permit individual responses to submitters' comments. THIS IS AN INDUSTRY ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to this request for industry comment. The draft PWS will be available on or about 24 April 2001 and may only be viewed at http://www-usamraa.army.mil. The Government will not provide hard copy (paper sets) or CD-ROM of the draft PWS.
