- The solicitation will be issued electronically on the FEDBIZOPPS web page on or about April 23, 2001 at http://www.eps.gov/. Provide all labor, material and equipment necessary to perform dockside repairs including but not limited to the following base and options items: Base items: (1) Clean and Inspect Diesel Fuel and Lube Oil Tank(s) -- Tug (2) Clean and Inspect Diesel Fuel and Waste Oil Tank(s) -- Barge (3) Clean, Inspect, and Disinfect Potable Water Tank(s) -- Tug (4) Clean, Inspect, and Disinfect Potable Water Tank(s) -- Barge (5) Clean and Inspect Void(s) and Ballast Tank(s) -- Tug (6) Clean and Inspect Ballast Tank(s) -- Barge (7) Clean and Inspect Sewage Collection and Holding Tank -- Tug (8) Clean and Inspect Sewage and Grey Water Collection and Holding Tank(s) -- Barge (9) Test and Adjust Relief Valves -- Tug (10) Test and Adjust Relief Valves -- Barge (11) Clean, Inspect, and Test Heater Units (12) Inspect and Test Air Receiver(s) -- Tug and Barge (14) Overhaul Steering Pump Motors (15) Inspect and Test Weight Handling Equipment -- Tug (16) Inspect, Overhaul, and Test Appleton Aton Crane (Level III) (17) Renew Deck Covering System (18) Provide Temporary Messing (19) Provide Temporary Berthing (20) Service Liferafts and Hydrostatic Releases (21) Provide Temporary Logistics (22) GFP Report in accordance with solicitation section H (23) Travel and Per Diem. Option items: (1) Rewind Steering Pump Motors (2) Provide Additional Temporary Berthing (3) Provide Additional Temporary Logistics (4) Provide Additional Temporary Messing (5) Composite Labor Rate. The small business size standard is less than 1,000 employees. The acquisition is for dockside repairs to the USCGC MOBILE BAY (WTGB 103), a 140 foot icebreaking tug and 120 foot ATON barge. The vessel_s minimum depth of water is 15 feet, and the minimum height clearance is 80 feet. The homeport of the tug is Sturgeon Bay, Wisconsin. This tug is geographically restricted to transiting the Great Lakes. The performance period is 35 days and is expected to begin 20 August 2001. Work is to be performed at the contractor's facility. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. A non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested hard copies of drawings. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten (10) days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). This procurement is subject to the Small Business Competitiveness Program. All businesses, large and small, are encouraged to submit bids for the subject requirements. Plans and specifications will be issued on or about April 23, 2001. All responsible sources may submit a bid that shall be considered by the United States Coast Guard. _ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
