THIS IS A DRAFT RFP. NO PROPOSAL SUBMISSION IS REQUIRED -- The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Division of Allergy, Immunology and Transplantation (DAIT) has developed a draft project requirement to establish a Bioinformatics Integration Support Contract (BISC). The NIAID places a high priority on integrating advanced computer and engineering technologies into its core research activities and strives to make scientific data widely useful and readily available to the clinical and basic science research community. With that in mind, the Bioinformatics Integration Support Contract will provide information technology support in the production, analysis, curation, archiving, and exchange of genomic data, as well as other basic scientific and clinical data. This contract will support a diverse community of NIAID-funded clinical and basic researchers, engaged in a wide range of research activities. It will enable scientists to easily access, generate and exchange complex data sets of high quality with the assurance that these data are portable, interoperable, and survivable over time. Services to be performed by a competitively selected contractor as operator of the Bioinformatics Integration Support Contract include: (1) conducting a requirements assessment of bioinformatics needs in the targeted programs, (2) designing, implementing and maintaining a data warehouse of genomic and other related data relevant to the research of these programs; (3) providing technical assistance to participating centers in the selection of technologies for the capture, storage, query, and analysis of these data, and, (4) measuring performance and benefits resulting from these technical support activities and planning for their appropriate use in the future. Once established, this platform will be extended to include additional types of data and analyses. A draft RFP is currently available electronically on the Contract Management Branch_s homepage. The web site address is: http://www.niaid.nih.gov/contract/default.htm. Please note that proposals are not being solicited at this time. With this announcement, the NIAID is soliciting comments and recommendations on the draft project requirement (i.e., Statement of Work, Technical Evaluation Criteria, and Reporting Requirements) in order to determine the level of interest and assure that the requirements in the document will meet the intent of the solicitation. The NIAID is requesting that comments/questions be submitted to Cynthia Cotter, Contracting Officer, using the Response Guidelines provided in the Announcement, by May 15, 2001. All comments received by this date will be fully considered in preparation of the final Request for Proposal document. However, the Government reserves the right to alter the final solicitation as it deems appropriate. Prospective Offerors are cautioned not to rely on the information provided in the draft project requirement as being the same or similar to the information that will ultimately be issued as the formal Request for Proposal. Please note that the Government will not provide individual responses to questions/inquiries. The Government does not intend to award a contract as a result of this draft solicitation.
