Description
The U.S. Army Communication Electronics Command (CECOM) Acquisition Center -- Washington proposes a non-competitve acquisition with Critical Solutions International, Inc. on behalf of the Program Manager for Mines, Countermine and Demolitions. The acquisition will include the purchase and delivery or nine (9) specially configured shipping containers, and maintenance of and spare parts for the IVMMD system deployed in training at Fort Leonard Wood, MO. The specially configured shipping containers shall be twenty (20) foot containers for storage and shipping of the IVMMD system located at Fort Leonard Wood, MO. The containers shall include the unique rail and storage system for each component of the IVMMD to allow safe handling, removal and storage of the Meerkat Mine Detection Vehicle, the Husky Mine Detection and Towing Vehicle, the Duisenpoot Mine Detonation Trailers, and the Meerkat and Husky Red Pack Repair modules. This unique rail system shall allow manual removal or material handling equipment-assisted removal of the IVMMD system for assembly. These containers shall be utilized to conduct training to Army units on the removal and assembly of the IVMMD. Instruction manuals on removal and assembly shall be included with the containers. These containers shall be new, robust and represent the production containers already procured with the IVMMD systems in storage at Sierra Army Depot. The containers will be properly marked to allow for easy identification of the contents without the need to open the containers. Additionally, this contract will include three years (one base year and two priced optional years) of maintenance for the IVMMD system deployed in training at Fort Leonard Wood, MO consisting of four (4) scheduled maintenance visits per year. The quarterly maintenance visits will be conducted either at Fort Leonard Wood, MO or the Joint Readiness Training Center, Fort Polk, LA. This contract will also include the procurement of needed consumable spares for the fielded IVMMD system. Spares will include items such as oil and air filters, detector pan mounting brackets, belts and hoses, steering boxes and replacement bolts. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provided the required containers, maintenance and spare parts may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract will be firm fixed price. Responses are to be received via email within 30 calendar days of the date of this notice.
