- Description
- This is a synopsis for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will be issued as a Request For Proposal (RFP), Solicitation No. DACW61-00-R-0009. The solicitation will be furnished on CD-ROM and hard copies will be available on or about 9 April 2001. The contractor may view and/or download this solicitation and any possible amendments from the Internet at the following address at: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. The official media of distribution for this solicitation is the CD-ROM. One copy of the CD-ROM will be furnished to each prospective bidder at no charge. Requests for a CD-ROM must be made by registering on the Internet. A request for a hard copy of the solicitation must be made in writing can be faxed to the attention of Mr. Savoy, Fax No. (215) 656-6780. If any information changes during the advertisement period contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and any possible amendments. Prospective contractors are responsible for printing and forwarding printed paper copies of the solicitation of their proposals. The closing date for receipt of offers is 26 April 2001 at 1500 hours EST. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-13. SCHEDULE: The U.S. Army Corps of Engineers, Philadelphia District has a requirement for the drydocking and repair of the Survey Boat CHERNESKI in accordance with the drawings and specifications as stated in the solicitation. The work will include drydocking the vessel, work on the hull to include blasting, painting, anodes, fin extensions, filler patches, fabrication of box, modifying transom hull and plate to receive waterjet plate; installation of new hatches and modification of engine hatches; sea chest; installation of new pilothouse windows and provide and install defrosters, and speakers; handrails; engine repairs; modify cooling water system; engine room wash; generator repairs; waterjet repairs; console and engine room gages; and miscellaneous repair items. The contractor will be required to furnish all engineering, design, labor, services, equipment, parts and materials to perform the drydocking and repairs in accordance with the specifications. INSPECTION: The final inspection and acceptance will be made upon delivery of the vessel, afloat and "Ready for Service" at the contractor's facilities and following successful completion of the Final Acceptance Demonstrations. DELIVERY: CLIN NO. 0001, PLANNING, within Ten (10) calendar days from the date of a Notice To Proceed (NTP). CLIN NO. 0002, DRYDOCKING AND REPAIRS, within Ten (10) calendar days from the date of a Notice To Proceed (NTP). Delivery shall be at the contractor's facilities. EVALUATION FACTORS: The Government intends to award a firm fixed priced order (contract) to a prospective contractor based on the following evaluation criteria, listed in descending order of importance: A. SAFETY 1. Provide a list of OSHA and other regulatory bodies safety violations/citations within the last three (3) years, if any, with an explanation of each occurrence based on OSHA public records. 2. Provide the OSHA 200 Log for FY-99 through FY-01. 3. Provide a list of safety awards won during the last three (3) years, if any, with a description of each award. B. EXPERIENCE/TECHNICAL 1. Provide the number of major projects completed within the last five (5) years involving the installation and repair of waterjet propulsion systems on watercraft. Provide description and scope of these projects. 2. Provide description, scope and number of major projects within the last five (5) years involving aluminum vessel hull cutting, welding and fitting techniques during a major vessel overhaul/modifications. Also, provide details concerning in-house experience with detail design, engineering, and manufacturing of aluminum vessel hull and structural parts. 3. Provide the number of main propulsion plant overhauls, including removal from vessel and re-installation, during the last five (5) years, including a description and scope of the projects. 4. Provide description and scope of in-house experience in testing and debugging of shipboard electrical power plants and other shipboard control and monitoring instrumentation (list projects during the last three (3) years only). 5. Provide projects description and scope of in-house experience in piping systems design and installation on watercraft (list projects during the last three (3) years only). C. PERSONNEL/ORGANIZATIONAL QUALIFICATIONS 1. Based on available personnel records, provide number of personnel and their qualifications relating to naval architecture and marine engineering disciplines. 2. Demonstrate in-house professional aluminum welding expertise based on available documentation of personnel training and experience. 3. Provide list of in-house personnel possessing available aluminum welding certification and the relevant qualifications for performing this work. 4. Provide a list of special awards, professional memberships and other relevant qualifications for performing this work. 5. Demonstrate in-house Detroit Diesel engine expertise based on documented personnel training. PAST PERFORMANCE 1. Provide available performance ratings received over the last five (5) years from customers for vessel overhauls. 2. For each of the last five (5) vessel overhauls, state the number of days, if any, the projects was delayed with an explanation. E. DISTANCE FROM PHILADELPHIA, PA 1. Relative distance of offeror's repair facility from the vessel's homeport at Fort Mifflin, Philadelphia, PA 19153. Price is a factor, but not equally as important as technical. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial; 52.212-3; Offeror Representations and Certification-Commercial Items, 52.212-4; Contract Terms and Conditions-Commercial Items, and 52.212-5; Contract Terms and Conditions Required To Implement Statues Or Executive Orders-Commercial Items; 52.215-1 Instructions to Offerors Competitive Acquisition; and 252.204-7004 Required Central Contractor Registration (CCR). Prospective contractors can call the telephone number 1-888-227-2423 or access the internet site at http://ccr.edi.disa.mil for information on how to get registered. Contractor must be CCR registered to be eligible for award, and have, or be capable of entering into a Master Ship Agreement. This requirement will require a bid guarantee and performance and payment bonds. Prospective contractors must submit a completed copy of the provisions at 52.212-3, Offeror Representations and Certification-Commercial Items with their offer. Full printed copies of the solicitation as referenced above will be available upon request by FAX (215) 656-6780. Offers must be submitted not later than 26 April 2001 at 1300 hours (EST). Liquidated damages will apply to this acquisition and bonding will be required. This procurement is 100% set-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is 336612 and the Standard Industrial Classification (SIC) code for this acquisition is 3732 with a small business classification of 500 employees.
