- THIS REQUIREMENT IS A SIMPLIFIED ACQUISITION AS DEFINED BY PART 13 OF THE FEDERAL ACQUISITION REGULATIONS AND IS SET-ASIDE FOR FEDERALLY RECOGNIZED AMERICAN INDIAN AND ALASKAN NATIVE COMMERCIAL AND NON-PROFIT ENTITIES UNDER THE AUTHORITY OF 25 U.S.C. 450 e 7 (b) OF THE INDIAN SELF-DETERMINATION AND EDUCATION ASSISTANCE ACT, Public Law 93-638!! The NAICS service code is 541330. The Office of Prevention, Pesticides and Toxic Substances (OPPTS) has a requirement for the development of a Tribal strategic plan to: target limited resources to the most effective strategies and programs; help Tribal nations improve environmental conditions on their lands; and address specific environmental and human health concerns involving toxic chemicals and pesticides. The strategic plan shall identify for OPPTS Tribal Programs measurable goals, objectives, and effective strategies to achieve these goals following the Government Performance and Results Act structure. In order to achieve the aforementioned results, the successful contractor shall be tasked to perform the following: (1) Develop briefing module to help provide information on OPPTS services available to the Tribes before obtaining input; (2) Design and implement a multi-media communication plan to keep the key tribal leaders updated and allow comment; (3) Plan and conduct five focus groups (outreach meetings) to identify key program issues on which OPPTS should concentrate its efforts(4) Arrange logistics for the events including travel for the participants; (5) Review and analyze OPPTS data and information from existing tribal work; (6) Integrate information from focus groups with information from OPPTS' ongoing tribal activities; (7) Facilitate two EPA Tribal Strategic Planning Workgroup meetings help develop long term goals, objectives and strategies; (8) Send the draft strategic plan to key stakeholders for comment; (9) Revise according to comments and agency needs; (10) Compile, design, format and write the final tribal strategic plan following OPPTS policy directives.
