- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation number RFQ 688-33-01. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 97-24. This is a 100% Set-Aside for Small Business see numbered Note 1. The North American Industry Classification System (NAICS) code is 561990. The small business size standard is total annual revenues not to exceed $5 million. Contractor to provide valet parking service for 150-250 cars stack-parked at any given time (including supervision, labor, and materials) at the VA Medical Center, 50 Irving Street, NW, Washington, DC 20422. Successful bidder will be required to attend a pre-performance meeting April 26 at 1PM local time. Contract Period is May 1, 2001 -- September 30, 2001. . Base Bid: Item 1. 113 Spaces stack-park 150+ cars (approx.) -- Lot #3, 5 months. Alternate Option Item Pricing Schedule adding spaces in Lot #4 -- Government will reserve the right to increase/modify the requirement of the base contract at any time during the contract period with 30 days notice -- on the following pricing schedule: Item 2. Add 20 spaces (133 Spaces stack-park 175+ cars (approx.) 5 months. Item 3. Add 20 spaces (153 Spaces stack-park 200+ cars (approx.) 5 months. Item 4. Add 20 spaces (173 Spaces stack-park 225+ cars (approx.) 5 months. Item 5. Add 20 spaces (193 Spaces stack-park 250+ car (approx.) 5 months. TOTAL ITEMS 1 through 5. Other requirements include: (1) All contractor employees serving as parking attendants must possess a valid driver's license, be US Citizens and be fluent in the English language. (2) The contractor will furnish and install all signs needed for operations, furnish three-part claim checks, and furnish any walkie-talkies, cones, or other miscellaneous items necessary to facilitate valet parking operations. Signs will be easy to read and look professional. Hand-written signs are not allowed. The contractor at its own discretion may furnish one walkie-talkie to the VA Police for easy communications. (3) The contractor will provide uniforms (including outerwear, jackets, hats, etc.) to all personnel working under this contract. Uniforms shall facilitate easy identification of contractor employees by employee name and company name. Uniforms must be consistent in style and color and be worn at all times during performance of contract duties. (4) The contractor will staff the valet parking operation with as many employees as needed to ensure an efficient operation. An efficient operation is defined as, in most instances, no vehicle waits more than 10-15 minutes to be valet parked or returned. The Contracting Officer or Technical Representative (COTR) will make periodic unannounced inspections to assure that the contractor is in compliance with the maximum waiting period. Any increase in numbers of valet parking personnel necessary to meet the waiting time requirement will be at no additional cost to the Government. The VA will make every effort to notify the contractor in advance of any special events, which might increase the visitors to the Medical Center and cause parking problems. (5) All parking attendants will possess the minimum competencies in the Valet Parking Competency Assessment Review Attachment and be trained by the contractor on the importance of giving good quality customer service. Veterans and Patient Visitors will be treated courteously and with respect at all times. Parking attendants will drive slowly and cautiously, paying attention to pedestrian traffic. Parking attendants will not assist veterans or visitors in and out of their vehicles. If assistance is required, the parking attendant will contact Escort Service. (6) Contractor will attend a pre-performance orientation meeting prior to the commencement of work on site. The VA will schedule this meeting, and it will include discussion of the following topics: (a) Employee Competencies (i.e., Fire and Safety, Disaster Procedures, etc.) (Competency Evaluation Forms available from contracting officer); (b) Medical protocols to be used by valet parking attendants (i.e., procedures for medical emergencies); (c) Handling of lost claim checks, accidents, thefts, and other parking related incidents; (d) Uniforms and VA Identification Badges; (e) Responsibilities concerning Labor Standard Provisions and f. Submittals (i.e., Insurance Certificate, Licenses, etc.). (7) Orientation of contractor employees will be documented in writing to the Contracting Officer. At minimum the contractor will be responsible to ensure that contractor employees coming to the work site have received the information required above. The contractor will be responsible to ensure its employees providing work on this contract are fully trained and completely competent to perform the required work. (8)The contractor will designate (in writing) an employee to act in a supervisory capacity and as representative of the contractor in handling any valet parking concerns. If this person is not present on site, the contractor will designate another employee, in writing, as "acting" during the period of absence. (9) The contractor will provide lock boxes for use during the term of the contract. (10) The contractor will provide a portable parking podium for use during working hours. The location of the podium is shown on the Site Plan Attachment. (11) The VA will provide lot maintenance, cleaning, repair and snow removal services in the parking areas involved in this contract. The contractor will notify the VA of any areas that may pose a safety hazard to patients, employees, and visitors. (12) The contractor will not make alterations to the parking lot line striping, but may use the space available to maximize number of cars parked. The government anticipates the lot capacity to be approximately 250 vehicles when full using stack-parking method. (13) Contractor will be assigned parking for its employees as needed. The location will be assigned at the pre-performance meeting. (14) PARKING PROCEDURES: (a) Hours of operation are 9:00 A.M. -- 4:00 P.M. Monday -- Friday (Federal holidays excluded). (b) A sign must be furnished and installed on the Valet Parking Podium that outlines the procedure for vehicle owners. Prior to installation, the sign must be approved by the Contracting Officer. The information may also be communicated through VA daily bulletins and bulletin boards. (c) Every vehicle that pulls up to the valet parking are will be stopped, and the driver will be asked how long he/she will be staying. The attendant will give the driver a claim check and park the car in a space based on the length of stay. The contractor will be in control of all vehicles to be valet-parked in order to maximize the space available and facilitate smooth operations. All attendant parked vehicles will be locked, and the keys will be appropriately secured. When a vehicle owner returns, for his/her car, he/she will give the attendant the claim check; and the attendant will deliver the car for easy exiting, or the owner may retrieve the car when it is not blocked in. (d) At the close of each business day the parking attendant will arrange remaining vehicles for easy access and turn over keys of any vehicles still on the premises to the VA Police. Owners of these vehicles will pick up their keys at the VA Police Office. (e) Tipping is strictly prohibited. The contractor will furnish and install a "No Tipping" Sign. (f) Any claims of damage or problems with vehicles will be directed to and handled by the contractor. In the event of a lost claim check vehicle owners will be referred to police for resolution. No vehicle will be released without a claim check or direction from police. (15) Other Statistical Information: Medical Center has 171 operating beds in the hospital and 114 beds in the Nursing Home. The average number of outpatient visits is 1016/day. Medical Center employees, other VA and Federal Agency employees, contractors, volunteers and vendors are not allowed to utilize the valet parking service, and the contractor will report any known violations to VA Police by license or VA parking permit number. (17) The following clauses are provided in full text: 52.212-2 Evaluation Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.228-5 Insurance Work on a Government Installation (JAN 1997) (a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. (b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective -- (1) For such period as the laws of the State in which this contract is to be performed prescribe; or (2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. (c) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request. (18) VAAR Clauses are incorporated as follows: Clause 852.237-70 Contractor Responsibilities (APR 1984) The contractor shall obtain all necessary licenses and/or permits required to perform this work. He/she shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract. He/she shall be responsible for any injury to himself/herself, his/her employees, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by his/her employees fault or negligence, and shall maintain personal liability and property damage insurance having coverage for a limit as required by the laws of the State of Pennsylvania. Further, it is agreed that any negligence of the Government, its officers, agents, servants and employees, shall not be the responsibility of the contractor hereunder with the regard to any claims, loss, damage, injury, and liability resulting there from. Clause 852.237-71 Indemnification and Insurance (APR 1984) (a) Indemnification. The contractor expressly agrees to indemnify and save the Government, its officers, agents, servants, and employees harmless from and against any and all claims, loss, damage, injury, and liability, however caused, resulting from, arising out of, or in any way connected with the performance of work under this agreement. Further, it is agreed that any negligence or alleged negligence of the Government, its officers, agents, servants, and employees, shall not be a bar to a claim for indemnification unless the act or omission of the Government, its officers, agents, servants, and employees is the sole, competent, and producing cause of such claims, loss, damage, injury, and liability. At the option of the contractor, and subject to the approval by the contracting officer of the sources, insurance coverage may be employed as guaranty of indemnification. (b) Insurance. Satisfactory insurance coverage is a condition precedent to award of a contract. In general, a successful bidder must present satisfactory evidence of full compliance with State and local requirements, or those below stipulated, whichever are the greater. More specifically, workman's compensation and employer's liability coverage will conform to applicable State law requirements for the service contemplated, whereas general liability and automobile liability of comprehensive type, shall in the absence of higher statutory minimums, be required in the amounts per vehicle used of not less than $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. State approved sources of insurance coverage ordinarily will be deemed acceptable to the Veterans' Administration installation, subject to timely certifications by such sources of the types and limits of the coverages afforded by the sources to the bidder. (19) VAAR Clauses incorporated by reference 852.203-71 Display of VA Hotline Poster (Dec 1992), 852.270-1 Representatives of the Contracting Officer (Apr 1984) and 852.270-4 Commercial Advertising (Nov 1984). (20) Also incorporated is Department of Labor Wage Determination No.: 1994-2103 Revision No. 22 Dated 9/13/00 States: District of Columbia, Maryland, Virginia. (21) A Site Plan is available for general orientation only by calling the Contracting Officer. Offerors are strongly encouraged to visit the site to verify parking lot dimensions and number of lined parking spaces. (22) Bidders responding to this announcement shall submit a bid including unit prices and extension for Items 1 through 5 and a Total Bid as indicated above along with the information required in 52.212-1 and a completed copy of provision 52.212-3 to VA Medical Center (688/90C), Room 1B-112, 50 Irving Street, NW, Washington, DC 20422 by 4/24/01 at 11:00 AM local time.
