- Description
- The Department of Interior, National Park Service, Air Resources Division (NPS ARD) is soliciting proposals from firms having the capability to perform the work described below. A negotiated multiyear cost reimbursement plus fee contract will be awarded. The contract award is anticipated for late July 2001. The contract award will be for one year, with one-year options at the government's discretion to extend up to a total of five (5) years. Submission will require an administrative, a technical and a price proposal. Although price is a critical factor, technical capability of the firm will weigh heavily in the evaluation and selection process. The successful offeror must possess experience in operating and maintaining a large-scale gaseous monitoring network. The contract will be for the operation and maintenance of the NPS gaseous pollutant monitoring program and its possible enhancement plus the operation of the data validation center. Tasks include network program supervision, semi-annual calibration and maintenance trips, first-line troubleshooting via an "800" number, site selection and installation, maintenance and spare parts inventory, instrument acceptance testing, modification and repair, training, assistance in standard operating procedures development, polling of data, database operation, and validation and reporting of data. The network consists of 36 sites in national parks where ozone and meteorological parameters are measured. Four of the stations also will have sulfur dioxide analyzers, 14 sites passive ozone measurements, and 3 enhanced monitoring sites measuring low concentration levels of ozone (O3), carbon monoxide (CO), oxides of nitrogen (NOx/NOy), sulfur dioxide (SO2), and volatile organic compounds (VOC). It is anticipated this solicitation will be issued electronically on or about May 7, 2001 on the Department of Interior's Business Opportunities web site, at www.IDEASEC.NBC.gov. Paper copies of this solicitation will not be made available. It is anticipated the Department of Interior (DOI) will be conducting all future business opportunities via electronic commerce.
