Description
A -- Subject to approval of a J&A for sole source procurement under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 (only one responsible source/avoidance of duplication costs), the U.S. Army TACOM-ARDEC plans to negotiate a modification to extend the period of performance of a Time and Materials Task Order contract from three to five years, through May 2003, at no increase in maximum price of $10,000,000. Approximately $5,000,000 has been obligated to date. The contract is DAAE30-98-D-1005 with Thiokol Propulsion Group, Brigham City, Utah, for Development and Processing of Energetic Materials. Contractor support is required to produce quantities of energetic material compositions using the extrusion and slurry emulsion processes currently in various stages of development and dependent on results of orders placed under the current contract. This effort is part of the Army's Energetic Material Development Program, and through the course of the program promising formulations will be scaled up from bench scale to pilot plant scale batch sizes for the purpose of conducting sensitivity evaluations, energetic material qualifications, energetic material loading, Insensitive Munition assessments and performance testing in generic and actual munition hardware. Noncommercially available solvents, explosives, binders and/or energetic plasticizers will be furnished by the Government. Most of the materials that have been and will be developed and processed under this contract will fall under the classification guide for LOVA -- Low Vulnerability Propellant; the contractor is required to possess a SECRET clearance be able to handle classified information not releasable to non-U.
