Description
This project solicits a Two-Step Best Value Source Selection construction contract for the renovation and revitalization of 308 town-home units in Shelton Circle and Gela Point. The work involves complete renovation of the kitchens and bathrooms, and other work. Kitchen work includes replacement of cabinets, countertops, sinks, garbage disposers, range hoods, dishwashers, and refrigerators. Bathroom work includes replacement of all fixtures. Work also includes replacement of all interior doors, all light fixtures, all electrical panel boxes, all floor coverings in living rooms, dining rooms, family rooms, kitchens, bedrooms, closets, stairs and hallways. Demolition includes asbestos abatement for replacing first floor ceilings. Exterior work includes minor siding repairs and cleaning sewer laterals. Additional landscaping will be installed. The requirements for the Source Selection criteria technical factors are as follows: Step-One Technical Evaluation Factors: (1) Past Performance; (2) Corporate Experience; (3) Safety Performance; Safety Record Sub-factors (3a) Experience Modification Rating; Sub-factor (3b) OSHA Incidence Rate; and (4) Support for Small Business and Small Disadvantaged Businesses; Sub-factor (4a) Past Performance; and Sub-factor (4b) Subcontracting Plan. Step-Two Technical Evaluation Factors consists of: (5) Management Approach and Schedule; and (6) Price. Overall, the technical evaluation factors and price will be approximately of equal value. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government also reserves the right to contact offerors for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deem necessary, and if discussions are conducted the offerors will be afforded the opportunity to revise their proposals. The Step-One Request for Proposal date is approximately 23 April 2001. The receipt date for Step-One Proposals is approximately 23 May 2001. The solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format on CD ROM. The free Acrobat Reader, required to view the PDF files, is provided on the CD or can be downloaded from the Adobe web-site. A charge will be made for each CD. The cost is $12.50 for the CD. This price includes priority mail postage. These sets will be made available upon receipt of a written request, and a non-refundable check or money order made payable to the U.S. Treasury. The estimated target award amount is $16,500,000. The North American Industry Classification System (NAICS) Code for this project is 233210 with a Size Standard of $27,500,000. This project is not set aside for small business. Large businesses shall submit a subcontracting plan prior to award of the contract.
