Description
The U.S. Department of Agriculture, Agricultural Research Service, U.S. National Arboretum has a requirement for the installation of an irrigation system in the research fields located at 3501 New York Avenue, NE, Washington, D.C. This system shall connect to the existing Maxicom system installed on the grounds. The work consists of a new expansion of and minor modification to the existing National Arboretum irrigation system, including modifications to water sources for existing Lathhouse systems, Upper Research plots and R Street Irrigation System. The new work shall be compatible with and integrated into the National Arboretum Central Irrigation Control system. The system assumes operating water pressure of approximately 8.5 bars at connection to existing ductile iron (DI) irrigation main at Hickey Lane and approximately 3.4 bars operating pressure at most remote or highest control valve inlet. This will be a 100% small business set-aside with a Firm-Fixed Price Contract award. The NAICS for this requirement is 25110. The job is to be performed in accordance with the following clauses: FAR 52.236-9 Protection of Facilities and or Building contents, FAR 52.236-12 Daily Cleanup, FAR52.236-13 Accident Prevention, FAR52.246-12 Inspection of Construction, FAR52.246-21 Warranty of Construction, AGAR452.236-75 Schedule of Hours and days of the week the Contractor proposes to do the work required. Source selections factors shall include, at a minimum, price, past performance, and experience. This requirement is being procured under Simplified Acquisition Procedures. Offerors shall be required to submit a technical and cost proposal as stated in the request for quotation. The government reserves the right to evaluate proposals and award without discussions. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clauses 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP) which will result in a number being assigned to the contractor for payment under EFT. NFC can be reached at 1-800-421-0323 or at www.nfc.usda.gov. The solicitation will be available on or about April 6, 2001 with a due date of May 7, 2001 for proposals. The dates as stated are estimated and will be finalized in the Request for Quotation. Only one site visit is schedule for April 25, 2001 at 10:00 A.M. Administration Building, U.S. National Arboretum. All responsible sources may submit an offer which will be considered by the Agency.
