Description

The Defense Advanced Research Projects Agency (DARPA)intends to award a sole source follow on modification to an existing contract with Universal Display Corporation (UDC) to provide research and development of ruggedized, full-color, flexible organic light emitting devices (OLED) displays. OLED displays provide better viewing characteristics (wider viewing angle, high contrast and artifact-free video) and a wider operating temperature range than liquid crystal displays. DARPA believes that contracting without providing for full and open competition is justified in accordance with FAR 6.302-1 in order to acquire highly specialized services deemed available only from the original source without duplicating costs or incurring unacceptable delays. Duration of this effort will be 12 months. See Numbered Notes 22 and 25.
