Description
The United States Coast Guard Maintenance and Logistics Command Atlantic, Norfolk, VA is soliciting proposals from qualified sources on full and open competitive basis from qualified vendors to award an indefinite delivery type contract for a wide range of technical and facility support services necessary to maintain the Nationwide Differential Global Positioning System (NDGPS). The planned NDGPS network will provide precision navigation coverage throughout the continental United States and Alaska and will consist of approximately 81 geographically dispersed sites. Services required to maintain the NDGPS network up to 99.7 percent operational availability will include a 7x24x365 call center for casualty reporting and response, preventative and corrective electronic maintenance for medium frequency radio transmitters, GPS reference receivers, integrity monitors, antennas, couplers, and towers. Services to maintain auxiliary support systems at NDGPS sites and MDGPS (maritime) are also anticipated. These include maintenance and support for emergency power generators, fuel cells, batteries, lighting, air conditioning, ventilation systems, grounding, safety and protection systems, sensors, and remote monitoring equipment. Facilities and grounds maintenance will be required for each site and may include shelter maintenance, grass mowing, vegetation control, weeding, fence and gate maintenance, access road maintenance, snow removal, and site security. In addition to maintenance services, the contract will cover a host of other additional services, including site installation and upgrade services on a T&M basis. The successful offeror must be experienced in technical and engineering services related to the services required in the solicitation. Additional qualification requirements are contained in the solicitation. The type of contract is an IDIQ contract with T&M and Award Term Incentive Provisions. This is a negotiated procurement per FAR part 15. The core contract period is a base year plus four one-year option periods pursuant to FAR 52.217-9. The Award Term Incentives offer the contractor to earn extensions to the contract up to 5 additional years for a total of 10 years. The place of performance is at the contractor facility and on-site throughout the United States. This procurement is unrestricted. The NAICS Code is 541330. The size standard is $20.0 million. The solicitation is anticipated to be available on or about 1 May 2001. The closing date is TBD. Price, technical, and past performance will be considered in the award of this contract.
