- PART: U.S. GOVERNMENT PROCUREMENT SUBPART: SUPPLY CLASS CODE: E-PURCHASE OF STRUCTURE and FACILITIES OFFADD: USDA, ARS, FMOD, BA, Purchasing Section, 10300 Baltimore Ave., Bld. 003 Rm. 321, Beltsville, Maryland 20705-2350 SUBJECT: PURCHASE & INSTALL (2) MCQUAY MICROTECH CONTROL PANELS SOL: 007APRIL DUE: 050301 This is a combined synopsis/solicitation for a commercial product prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 007APRIL is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-21. The NAICS code is 333415 with a small business standard of 750 employees. This acquisition will be procured as 100% small business set-aside. Delivery and installation is required within 90 days after award. Delivery is FOB destination to USDA, ARS, BA, 10300 Baltimore Ave, Bld. 007, Beltsville, Maryland 20705-2350. Quotes and questions must be in writing only and should be faxed to 301/504-0333 or mailed to: USDA, Purchasing Section, T.C. Mitchell, 10300 Baltimore Ave, Bld. 003 Rm 321, Beltsville, Maryland 20705(reference solicitation number on all faxes and mailings). All quotes are due in writing only, on or before May 3, 2001 by 3pm either by mail to the address above or by fax to 301/504-0333. All questions must be in writing only, on or before by April 18, 2001 by 3pm either by mail to address above or by fax. Anticipated award date is May 8, 2001. The proposed contract will include: supply all labor, material, parts, supervision, and equipment to furnish and install two (2) Mcquay Microtech Series 2000 microprocessor panels for two (2) existing Mcquay centrifugal chillers in Building 007. The model number of the two chillers is PEH063. The work includes demolition of the existing panels, hardware upgrade, installation of panels and sensors, proprietary software, system set-up, programming and training. The software to be furnished must be the proprietary software furnished by Mcquay for the Microtech Series 200. Installation includes the microprocessor and the operating software for the microprocessor. Control Panel shall monitor all safety conditions and importing operating parameters. This proposal includes disconnecting and removing the (2) existing chiller control panels, also includes furnishing and installing a lube box which contains the capacity control operation and the oil safety controls. Contractor shall submit all wiring diagrams and operation and Maintenance Manuals prior to completion of the project. All contractor work shall be in accordance with these USDA specifications, BARC Special Conditions, all applicable local building codes, the National Electric Code and all work will be monitored and inspected by USDA, ARS personnel. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation is most advantageous to the Government. Any interested qualified source who believes they can provide the required items must respond by May 3, 2001 by 3pm with their written quote via mail to the address above or via fax. All questions must be in writing only on or before April 18, 2001 by 3pm via fax or mail. All such responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses must include literature, brochures or other such information corresponding to the required items which demonstrates the capabilities of the offeror's equipment. Delivery and installation is required within 90 days after award. The following FAR clauses and provisions apply: FAR 52.212.1, Instruction to Offerors-Commercial Items; FAR 52.212.2, Evaluation -- Award to a technical acceptable offeror at a fair and reasonable price; 52.212-3, Offeror Representations and Certifications-Commercial Items, and 52.214-4, Contract Terms and Conditions -- Commercial items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, will apply to the resultant contract: 52-22-26, 52-222-35, 52-222-37.All offerors must include a completed copy of 52.213.3 Offeror Representations and Certifications Commercial Items with your quote, be sure to complete all blocks and sections that apply to your company.
