Description
BWXT Y-12, L.L.C. (Company), acting under Prime Contract No. DE-AC05-00OR22800 with the United States Department of Energy (DOE), Oak Ridge Operations, is issuing a Notice of Intention (NOI) to solicit for Architect and Engineering (A-E) Services. BWXT Y-12 has a requirement for a Highly Enriched Uranium Materials Facility (HEUMF) to be constructed on the Oak Ridge, Tennessee Y-12 National Security Complex site. The cost of the construction work is likely to be in the range of $70 to $75 million. BWXT Y-12 intends to secure a design firm (or team) capable of self-performing most of the required design activities for this project and of subcontracting for additional specialized expertise as needed. The principal A-E organization should have direct and relevant experience in the design of large concrete industrial or storage facilities. The successful firm (and sub-tiers) must be capable of obtaining a favorable Foreign Ownership, Control, or Influence determination, issued by the Government, in order to be eligible for subcontract award. The A-E will be required to obtain DOE Q-level security clearances for some of their key project personnel to allow for classified discussions with Company personnel at the Y-12 site. The A-E will be required to handle Unclassified Controlled Nuclear Information, including information storage, communication, and control. U. S. citizenship is required for all personnel working on this project. Criteria have been established for offerors interested in this opportunity. Offerors responding to the NOI shall meet all of the following qualifying criteria. Offerors shall demonstrate: 1. Experience in the design of large concrete industrial or storage facilities (approximately $50 million) and successful completion, as the prime contractor, of a minimum of two design projects similar in size within the last five years. 2. Capability to perform design work in accordance with Quality Assurance requirements of the Price Anderson Amendments Act (PAAA), 10 CFR Part 830, Subpart A, for non-reactor nuclear facilities. Experience performing design under the requirements of PAAA or NQA-1 Quality Assurance requirements. 3. Experience in structural analysis including natural phenomena, civil/geo-technical engineering, and subsurface design of large Safety Class structures. 4. Experience in integrated safety design that incorporates engineering controls to meet ESH requirements, minimizing need for administrative controls and personal protective equipment to meet ESH requirements during operation. Offerors shall be able to answer affirmatively to ALL the above qualifying criteria and provide sufficient information to support an affirmative answer. The Company will determine if an Offeror has met the qualifying criteria. Those A-E firms able to answer affirmatively should proceed to the Request for Qualifications (RFQ) web page shown below. The Company will down select to a minimum of three A-E firms to establish the short list of possible awardees. IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS (FAR) SUBPART 36.6, Architect-Engineer Services; 36.606 Negotiations (C), no construction subcontract may be awarded to the firm that designed the project, except as provided in 36.209.
