Description
The Naval Undersea Warfare Center Division Newport intends to award a sole source contract to Threshold Unlimited, Willow Park, TX to fabricate and integrate an Infrared Radiation (IR) sensor package into the Manta Test Vehicle (MTV). Work to be performed includes: a) Fabrication of the IR sensor package, including procurement of required components (delivered by 2001 JUN 29); b) Integration of the IR sensor package into the MTV system and testing of the completed vehicle/sensor system (completed by 2001 SEP 30). This procurement is sole source due to Threshold Unlimited having developed and patented a unique conceptual approach integrating visual sensors with onboard navigation data and other RF sources, such as radar receivers, into a common video display useful to an operator. The complete sensor package consists of the following components: 1) Mitsubishi Thermal Imager IR M700, brand name or better; coverage from 1-6 microns; resolution of 800 Horizontal by 484 Vertical pixels; 2) Lens 1 -- 50 mm focal length, FOV 14Deg H, 11Deg V; F number 1.2; Bandwidth 3-5 microns, manual focus; 3) Lens 2 -- same as Lens 1 with addition of motorized focusing and digital remote control RS-232C via camera head connector; 4) Lens 3 -- 25 mm focal length, FOV 28Deg H, 22Deg V; F number 1.2; Bandwidth .7 to 6 microns, manual focus (Lens 3 will be provided for use during the experiment and returned to vendor upon completion of the experiment); 5) Pressure Housing Head Window -- Optical Grade Sapphire; 4 inch OD, 0.5 inch thick; Bandwidth .2 to 6 microns; Transmission > 80%; 6) Image Enhancement Device -- Digivision CE-3000 Band Name or better, with < 7 nanosecond delay when processing full bandwidth broadcast standard video. Additionally, the completed camera head, lens, and pressure housing interior wiring harness must not exceed 16 pounds, and must fit inside of a cylindrical pressure housing with an interior diameter of 8 inches and interior length of 15 inches. The completed camera head and lens focus motor combined shall not exceed 30 VDC max and 150W. Also provided will be an AC power adapter with cable and Wired Remoter Controller with cable. The contractor shall provide on-site engineering for the integration and testing of the IR sensor package developed above. This will occur both in a land-based laboratory setting as well as during at-see testing events. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 2001 April 17 will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
