Description
NASA/LaRC plans to issue a draft Request for Proposal (RFP) on or about the middle to end of May and a final RFP on or about the end of June for Atmospheric Science Research and Technoogy Support Services. Part of the services will be performed on Langley Research Center, Hampton, VA. The services provided include the following: Research support services in the following areas (experimental, analytical and computational); atmospheric radiation, chemistry, and dynamics; atmospheric simulation modeling; retrieval and analysis of satellite-borne observations; retrieval and analysis of complementary measurements from aircraft, balloon, and ground-based systems; research and development of state-of-the-art science instruments, and data archival and distribution technology; validation of various data sets; archive control; and dissemination of data for use by the scientific community and non-science users. Services will also be required in the following areas: performing scientific and analytical studies necessary to develop, maintain, and update empirical and simulation models used in conducting atmospheric research; providing all services necessary for operating instrumentation, processing of data from satellite and other research platforms; providing technical support required to translate research objectives into viable, state of the art, science instrumentation systems for ground, aircraft, and space-flight research applications; providing logistical support and ground facilities, personnel and equipment for conducting remote field experiments; developing and maintaining documentation associated with flight hardware and procedures developed under this contract; and operating Langley's Atmospheric Sciences Data Center (ASDC) to meeting the needs of its wide spectrum of customers including maintenance and enhancements of the ASDC data systems and services. The ASDC effort includes implementation and operation of systems for processing, archiving, and distributing science data sets, incorporation of new earth science data sets, maintenance of existing ADSC earth science data sets, support for new missions, and development of value-added products and services including user services. A cost-plus-award-fee preformance-based contract is anticipated with an expected period of performance is 5 years, including a 2-year initial period and three 1-year option periods, commencing on or about January 1, 2002. A pre-solicitation conferene will be conducted at LaRC, the date, time and place to be determinined. The draft RFP will be published on the NASA Acquisition Internet Service for comments and suggestions for improvement for approximately 15 days. The provisions and clauses in the RFP are those in effect through FAC 97-21. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Small Business Size Standard are 541710 and 1,500 employees, respectively. This procurement is not a small business set-aside. The DPAS Rating for this procurement is DO C-9. The anticipated release date of draft RFP 1-064-RE.1025 is on or about May 23, 2001 with comments/suggestions for improvement due on or about June 8, 2002. The anticipated release date for the final RFP is on or about June 29, 2002. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
