Description

Background "The USAF proposes conducting a Foreign Comparison Test (FCT) for protection during peacekeeping operations on large transport aircraft against infrared (IR) advanced threats. The Electronic Combat Development System Office (ASC/AAN) is seeking information from defense contractors on their ability to provide an advanced infrared expendable solution for peacekeeping operations on large transport aircraft. The expendables must be Non-Developmental Items (NDI) since the source would be required to deliver the expendables to support testing 60 days after receipt of contract award, if one is awarded. For this effort, NDI items are defined as items which: have passed USAF Non-Nuclear Munitions Safety Board review as of 1 Mar 01; 2) have had a total production of at least 500 expendables to date; and 3) have a production line capable of delivering a minimum of 100 expendables within 60 days of contract award. The Government does not intend to award a contract on the basis of this synopsis or to otherwise pay for the information provided in response to this Request for Information (RFI). This RFI is issued for the purpose of obtaining information for advance planning. Interested contractors are requested to submit the following information for governmental review: (1) a cover letter which shall include name and address of vendor, name and telephone number and fax number of point of contact, e-mail address of point of contact, (2) information detailing how their expendable solution will meet the requirements of Operational Requirements Document, CAF-AFSCO-AMC-USN 323-88- I/II-A (Secret) for Advanced Expendables (5 Apr 95) for Tier I and Tier II Surface to Air threats for large aircraft during peacekeeping operations; (3) information demonstrating ability to meet the non-developmental criterion listed above; and (4) description of experience/qualifications in the production of expendables. Also, all respondents shall indicate whether they are a large or small business in relation to NAICS code 541330. An Ombudsman has been appointed to hear concerns from potential defense contractors who offer information in response to this RFI. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of information provided.
