Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate, on a competitive basis for a five year indefinite delivery, indefinite quantity cost plus fixed fee (completion) contract for engineering services in support of Navy and marine signatures, signature measurement systems and technology, signature control technology, advanced signal processing, and advanced technology programs. Contractor analytical and technical efforts will be required in all stages of Navy and marine signature programs from concept formulation, engineering analysis and development, operational test and evaluation, through implementation, upgrade and life cycle support. The general scope of work will encompass the following TUBA and other Signature Related or Measurement/Technology Program task areas: (1) planning support; (2) analytical support; (3) engineering, analysis and documentation; (4) logistic technical data documentation support; (5) systems test and evaluation; (6) program planning management support and analysis; (7) support facility planning, operation and maintenance; (8) data system analysis and support; (9) technology base research and development program analysis and documentation; (10) technical program management support; (11) signature control system design and development; (12) signature trial support; (13) acoustical or other signature data analysis support; (14) monitoring system support; (15) sonar or other signature systems model development support; (16) signature measurement system design and development; and (17) management information system development and IT support, A Department of Defense security clearance to the DOD SECRET level will be required for the contractor's facilities and all personnel. Offerors who do not currently possess a facilities clearance, or personnel who do not possess a clearance must demonstrate that they will be able to obtain a SECRET clearance within 60 days of contract award. The contractor's facility shall be within 50 miles or 60 minutes from NSWC Carderock Division. An Organizational Conflict of Interest provision (JUN 1996) (NSWCCD) will be required and included in this proposed requirement. The period of performance shall be for five years with an estimated 318,400 work-hours per year. Definitive tasks will be issued on individual delivery orders. It is anticipated that the major effort to be performed will be accomplished at the Contractor's facility. The Government intends to make a direct award to a single, responsible offeror whose proposal is deemed to represent the best value to the Government considering technical, past performance, and cost considerations. It is anticipated that a Request for Proposal (RFP) will be issued on or about 15 May 2001 and closing approximately 45 days thereafter.
