Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, No. R6-21-01-06B, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. This requirement is unrestricted. SPECIFICATIONS: Equipment Rental WITHOUT Operator. The equipment will be utilized in support of work on the Colville National Forest. Line Item No. 1: Tracked Excavator (JD 490E or equivalent) with thumb; minimum bucket capacity of cubic yard with minimum power (flywheel) of 85, maximum 100. Period of Performance is July 9 (delivery date) through September 30, 2001. Line Item No. 2: Dozer (JD 550G or equivalent) with minimum power (flywheel) of 80, maximum of 100, and ripper on back. Period of Performance is May 14 (delivery date) through October 31, 2001. Line Item No. 3: Backhoe (JD 310SE or equivalent) with minimum power (flywheel), 4x4 with 6 way front bucket and hydraulic thumb on rear bucket. Period of Performance is May 14 (delivery date) through October 31, 2001. Optional Item No. 4: Dozer (JD 550G or equivalent) with minimum power (flywheel) of 80, maximum of 100, and ripper on back. Period of Performance is July 9, 2001 (delivery date) through September 30, 2001. Excavator and dozers must be made in calendar year 1996 or newer. Inspection and acceptance will be at destination. The cost included in the quote is based on normal fair wear and tear of said equipment. When equipment shall become unserviceable due to breakage, safety, or any other reason the Contractor shall replace the item with an equal or better piece of equipment. The replacement response time shall be 24 hours from the time of notification at no additional cost to the Government. If a minor repair is required on the equipment, such repairs shall be accomplished within two (2) calendar days or the equipment shall be replaced within 24 hours with a comparable piece of equipment at no additional cost to the Government. Damage to said equipment, above and beyond fair wear and tear (i.e. equipment misuse) shall render the Government liable for those specific repairs to the affected piece of equipment. The following provisions and clauses are hereby incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-21: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (in paragraph b check 1, 7, 12, 13, 14, 15, and 23; in paragraph c check 1); and FAR 52.217-7, Option for Increased Quantity Separately Priced Line Item. No addenda apply to these provisions and clauses. Vendors wishing to respond to this solicitation shall provide this office with the following: a price quote on company letterhead for the requested items showing unit price and extended price, along with a complete description of the equipment including, but not limited to make, model, year, serial number, accessories and current value for each line item. All delivery and removal cost to the Colville National Forest, 765 South Main, Colville, WA, shall be included in the quote. The quoter does not have to quote on all line items; there may be more than one award from this solicitation. The Government will award contract(s) to the responsible offeror(s) whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations: (1) technical capability of the item offered to meet the Government requirement, (2) past performance (customer satisfaction, age of machine, business relations, timeliness of performance), and (3) price. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any quoter. Quoters shall provide a listing of major contracts completed in the last 3 years for similar work (include project name/identification, contract name and telephone number). Quotes shall be received by Close of Business, April 16, 2001, at 4:30 p.m. Only written quotes (mail, fax copy or hand carry quotes) will be accepted.
