Description

Background "USAF/Aeronautical Systems Center, Training Systems Product Group intends to solicit and negotiate with Honeywell Int'l Inc. for four C-141 Autothrottle Actuators, Part Number ATU- 119/A, NSN 1680-01-396-8286JH and four C-141 Autothrottle Clutchpacks, Part Number SA-2716/AYAE-1(V), NSN 1615-010397- 7981JH. Delivery of the items shall be by May 02. Due to the lack of a data package, it is anticipated that this award will be accomplished on a sole source basis, however, if your company is capable of producing and delivering the Autothrottle Actuators and Autothrottle Clutchpacks by the required date, please provide written notification along with your capability statements which will fully document relevant capabilities and expertise. In order to be considered a potential source, interested parties must submit in writing (via U.S. mail or E-Mail to rhonda.miller@wpafb.af.mil) with the company name, point of contact, telephone number, e-mail address, company status (large business, small business, or 8a), and a clear, concise, and complete statement of capability of meeting requirements to the contracting office at the address noted above not later than 20 Apr 01. All respondents shall indicate whether they are a large or small business in relation to North American Industry Classification System (NAICS) Code 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, size standard 1000 employees. Information contained in this notice of proposed contracting action is for information and planning purposes only, it does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), and it is not to be construed as a commitment by the Government. Any additional information will be placed on the Pre-Award Information Exchange System (PIXS) electronic bulletin board. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
