Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). STATEMENT OF WORK PR 172346 Perform work required to update Learjet Model 23 engines to comply with 300 HR./12 year inspection and log book entries, and C.A.M.P System Items that are due, in accordance with Learjet Chapter 5 maintenance requirements. Provide services and materials to comply with Canadian Airworthiness Directives, Learjet Service Bulletins, and corrosion inspections. Work Scope Summary 1. Comply with 300 hr/12 year, inspection in accordance with current Learjet Chapter 5/Maintenance Requirements: -- Comply with functional test of pressurized dump switch -- Comply with deep cycle and service of #1 and #2 main batteries -- Comply with all logbook entry discrepancies (copies available) -- Comply with deep cycle and service of EPS battery -- Comply with cabin fire extinguisher weight check -- Comply with stall warning accelerometer check (AD82-01-05) -- Comply with FAR 91.411/413 after completion of 12 year inspection X-rays required to fulfill the 12 year inspection shall be returned to Glenn Research Center 2. Disassemble G.E. CJ610-4 2410038 -- R.H. engine in order to comply with the following: -- A/D 73-23-05 -- Stage 1 Turbine Disc -- A/D 9823-06 -- Verification and Inspection -- S/B 72-30 -- Aluminum Lube tanks: Application of Thermal Coating -- S/B 72-121 -- Inspection of PTR Driven Shaftgear 3. Disassemble G.E. CJ 610-4 241-056 -- L.H. engine in order to comply with the following: -- SEI-186 -- Perform corrosion inspection -- S/B 72-121 -- Inspection of PTO Driven Shaftgear -- S/B 73-56 Rev. 1 -- MFP: Introduction of Improved Relief Valve Cover -- S/B 77-3 -- Installation of Pressure Probe P/N 37D401739P108 With Clamping Bracket Special Terms/Requirements 1) The Contractor shall be, and all work shall be accomplished by a G.E. authorized domestic service center. 2) At least one NASA/Glenn research Center, maintenance designated representative will be on-site periodically during the performance of the work which will be accomplished by the Contractor. 3) The Contractor is responsible for all modification kits, parts, minor hardware and consumable need to perform this effort. 4) Should the inspection reveal that replacement parts are required, the Contractor shall provide the NASA representative a listing of those required parts with their part numbers, price to obtain, price to install and any impact on the time frame needed to complete this effort. The Contractor shall not obtain or install such parts until a subsequent modification to this order is issued by the NASA Contracting Officer authorizing the Contractor to obtain the parts and obligating additional funding. 5) Flight crews for delivery, acceptance flights and departure of the aircraft from the Contractor's facility shall be furnished by NASA/GRC. 6) The aircraft is immediately available. The effort is required to be completed within 25 working days. The provisions and clauses in the RFQ are those in effect through FAC 97-20. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 48819 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center is required within 25 working days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by April 9, 4:30 PM GRC local time and may be mailed or faxed(if not more than 10 pages) to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135 (216) 433-5489 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
