Description

NASA JSC WHITE SANDS TEST FACILITY (WSTF) plans to issue a Request for Quotation (RFQ) to enter into a 3-year Blanket Purchase Agreement with Westbay Instruments for MP55 Casing Materials (Including 300 and 600 Series Casing), along with various tools and sampling equipment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA JSC WSTF intends to purchase the items from WESTBAY INSTRUMENTS, INC., per a justification pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. These materials are required in support of NASA's RCRA Facility Investigation (RFI) and Corrective Measures Studies (CMS) activities that conform to mandates of an Environmental Protection Agency 3008(h) Consent Order and the New Mexico Environment Department (NMED). No other vendor can supply the MP55 well materials and related equipment required to meet multiport well installation and sampling requirements. Westbay instruments, Inc., is the original and only equipment manufacturer and maintains proprietary information on the design and specifications of the MP55 installation equipment. In addition, only Westbay Instruments, Inc. can provide the specialized technician support services and training necessary to operate their systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on April 13, 2001. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
