Description
The purpose of this announcement is to inform industry of the EDW effort and to notify potentially interested parties of the Air Force's intent to purchase engineering services that will result in additional capability for EDW and an expansion of its hardware/software platform and associated decision support tools. Additionally, the Air Force is seeking feedback from industry on the feasibility or concerns with adopting a twofold acquisition approach. First, the Air Force intends to purchase hardware from the original equipment manufacturer on a sole-source basis and provide it as Government Furnished Equipment during the proof of concept phase. Secondly, the Air Force will contract for the remaining four increments in the proof of concept, which includes both development and implementation, either through competing the requirement among holders of Blanket Purchase Agreements (BPA) under the Central Design Activity Technical Services (CTS) program, or by creating a BPA against Federal Supply Schedules that are maintained by the General Services Administration (GSA). The Air Force is developing EDW as repository for combat support analytical and historical data. The purpose of the EDW is to minimize the adverse impact of decision support work on legacy information systems that capture and process daily business transactions. State-of-the-art decision support tools will support the EDW. The research phase of the effort is complete. A proof of concept phase was initiated in August 2000. It uses data from the Reliability and Maintainability Information System (REMIS) that is maintained on a government-owned NCR Teradata platform. The AF expects to capture the bulk of the data by 31 July 2001. NCR is responsible Analysis, Design, and Implementation under a current task order with the Material Systems Group, Wright-Patterson AFB OH. The Air Force intends to continue the EDW proof of conceptin four (4) increments with data (MICAP, Pilot History, Supply and Maintenance Data) extracted from a variety of Air Force legacy information systems. Data affecting the following functional areas will be extracted: aircraft and equipment operations, maintenance, supply, transportation and cataloging. The prospective dates for this proof of concept, which includes development and implementation, are July/August 2001 through September 2003. The Air Force anticipates expanding the current EDW Teradata hardware/software platform during the FY02 timeframe. The Air Force also anticipates making a sole-source award to NCR for a dual node NCR Worldmark 4850 with EMC storage and associated hardware and software components. Market research conducted by the Air Force indicates NCR is the industry leader in enterprise data warehouse hardware/software systems. Selection of NCR equipment is considered the best suited to accomplish the EDW mission. Compatible decision support tools and software may also be required in the future to augment those already identified for the effort. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government.
