Description
The DOJ Solicitation for Quality Assurance Services (QAS) is being issued in conjunction with the DOJ Solicitation for Automated Litigation Support (ALS) services, and is intended to complement the ALS Solicitation. As a result of this QAS Solicitation, the Government intends to award a single separate Contract for performance of QAS functions. The purpose of the Quality Assurance program is to (1) ensure that ALS Contractor deliverables are in compliance with ALS Contract specifications; and, (2) provide the basis for Government acceptance or rejection of ALS Contractor deliverables, in accordance with Contract specifications and requirements. QA services will be provided chiefly to the Civil Division, but may also be ordered by other primary users of the ALS contracts, by other DOJ components, or by other federal agencies. The Quality Assurance Contractor must be knowledgeable and experienced both in Quality Assurance techniques and disciplines and in Automated Litigation Support as it is practiced in the Government It is time for DOJ to solicit proposals for the next single award contract to support our MEGA2ALS needs, which is known as the "MEGA2QAS" contract The RFP Sections and Attachments will become available for industry downloading (by April 10, 2001) by visiting the DOJ Acquisition Home Page at http://www.usdoj.gov/07business/07_5.html which will provide a link (by approx. April 5, 2001) to the official MEGA2QAS website. The proposal response due date will be set forth in the solicitation. Access to the link is also available through the DOJ home page, by clicking on "Doing Business With DOJ", then clicking on "Procurement Opportunities" then looking under "Solicitations". The MEGA2QAS is not fully or partially set-aside for small business. All large business offerors will be required to submit a Small Business Subcontracting Plan with their proposals. The North American Industry Classification System (NAICS) Code will be 541990 -- All Other Professional, Scientific, and Technical Services, with a Size Standard of $5.0 million dollars. Again, it is anticipated that the website link will be established by April 5, 2001. Interested parties must Register at the MEGA2QAS website in order to access the RFP & Attachment files and receive e-mail notifications, amendments, and the like. Your name, address, and contact information will be part of the website database accessible to all registered parties. The website database is considered the "source mailing list" for this acquisition. A separate but related multiple-award procurement called "MEGA2ALS" for Litigation Support Services has also been announced in the CBD and will have its own website. All interested parties must register at both websites to access and download the RFP Sections and Attachments for each procurement. All responsible sources will be considered. See numbered Note 26.
