Description
Automated litigation support (ALS) encompasses a wide range of professional services and products that help attorneys acquire, organize, develop, and present evidence throughout the course of litigation, from pre-filing investigation, through complaint, discovery, and trial, through post-trial briefs and the appeals process. Through the use of professional litigation support services and advanced tools for litigation support, the litigating attorney can use evidence and information effectively to win lawsuits. Professional litigation support products and services enable the litigator to control and manage much larger volumes of case materials, and much more complex information, much more quickly, and to much greater effect, than would otherwise be possible. The Department of Justice currently has litigation support programs in six of its litigating components -- Civil Division, Antitrust Division, Civil Rights Division, Criminal Division, Environment and Natural Resources Division, and the Executive Office for the U.S. Attorneys. In addition, the Tax Division is presently in the process of developing a litigation support program. All six existing programs consist of Government specialists who define case- or investigation-specific requirements and then manage contractor-provided case support using contracts designed for automated litigation support. All six programs are presently making use of three "MEGA 1" automated litigation support contracts awarded in November 1996 for this purpose and expire in November 2001. It is time for DOJ to solicit proposals for the next generation of multiple award contracts to support our ALS needs, which are known as the "MEGA2ALS" contracts. The RFP Sections and Attachments (approximately 61 files altogether) will become available for industry downloading (by April 10, 2001) by visiting the DOJ Acquisition Home Page at http://www.usdoj.gov/07business/07_5.html which will provide a link (by approx. April 5, 2001) to the official MEGA2ALS website. Access to the link is also available through the DOJ home page, by clicking on "Doing Business With DOJ", then clicking on "Procurement Opportunities" then looking under "Solicitations". The MEGA2ALS is not fully or partially set-aside for small business. All large business offerors will be required to submit a Small Business Subcontracting Plan with their proposals. The North American Industry Classification System (NAICS) Code will be 541199 -- All Other Legal Services, with a Size Standard of $5.0 million dollars. Again, it is anticipated that the website link will be established by April 5, 2001. The proposal response due date will be set forth in the solicitation. Interested parties must Register at the MEGA2ALS website in order to access the RFP & Attachment files and receive e-mail notifications, amendments, and the like. Your name, address, and contact information will be part of the website database accessible to all registered parties. The website database is considered the "source mailing list" for this acquisition. A separate but related single-award procurement called "MEGA2QAS" for Quality Assurance Services will be announced in the CBD and have its own website. All interested parties must register at both websites to access and download the RFP Sections and Attachments for each procurement. All responsible sources will be considered. See numbered Note 26.
