Description
NOTE: THIS SOLICITATION IS 100 PERCENT SET ASIDE FOR SMALL BUSINESS CONCERNS 1. SCOPE OF WORK FOR PREVENTIVE MAINTENANCE AND MISCELLANEOUS LABOR SERVICES AT THE JACKSON FEDERAL BUILDING, SEATTLE, WASHINGTON 2. DESCRIPTION OF SERVICES The Contractor will provide all management, supervision and labor to coordinate and assure effective and economical completion of all Preventive Maintenance and Miscellaneous services described herein. The Government will supply all parts, material and tools (other than basic hand tools common to the building maintenance trade). The Contractor will be required to perform Preventive Maintenance of equipment and systems including, but not limited to, that which is described in Section C., 2., below and listed in Section J., Exhibit 2., Preventive Maintenance Equipment Inventory. The Contractor will assign the same maintenance technician performing the Preventive Maintenance functions to be stationed on-site for the remainder of the workday, Monday through Friday, excluding Government Holidays to perform miscellaneous work during normal working hours as shown in Section J., Exhibit 1., Building Statistics. These Preventive Maintenance and Miscellaneous services are required to support the daily maintenance and operation at the Jackson Federal Building until a long term Maintenance and Operation contract can be procured. It is anticipated these services will be required on a monthly basis for a minimum term of six (6) months with a total contract performance period not to exceed seven (7) months. 3. PREVENTIVE MAINTENANCE A.All preventive maintenance work will be performed in accordance with the manufacturer's requirements and those annotated in the Preventive Maintenance Guide Cards and as stated herein. Refer to Section J., Exhibit 3., Preventive Maintenance Guide Cards for further information. The Contractor will be provided a Monthly PM list prior to the beginning of each month for the purpose of planning and scheduling day to day Preventive Maintenance work under this contract. The Contractor will coordinate his work with the Contracting Officer's Representative (COR) or his representative to ensure continual operation of the building systems during regular workdays. Note: To ensure building tenants are not disrupted, some Preventive Maintenance work will be performed at times other than normal working hours. Refer to Section J., Exhibit 1., Building Statistics, for more information. B.Preventive Maintenance is defined as scheduled or unscheduled work on item(s) of equipment or system(s) required to provide continuing operation, in order to preclude unnecessary breakdowns and to prolong the life of equipment or systems. C.Preventive Maintenance includes, but is not limited to : greasing, oiling, adding or removing refrigerant, changing filters (liquid or air), cleaning (mechanical and chemical), adjusting, installing or replacing any missing or worn out parts, belts, changing light bulbs or fluorescent tubes and ballasts, cabinet or components bolts, washers, nuts, screws or fasteners, removing rust, touch up painting of all surfaces including those surfaces which require painting after rust has been removed, and replacing any other expendable items. Rust removal and touch up painting that is completed as part of Preventive Maintenance is to be limited to a maximum of 35 square feet of surface area, per maintenance item. 3. PREVENTIVE MAINTENANCE GUIDE CARDS A. The Preventive Maintenance Guide Cards listed in Section J., Exhibit 3., Preventive Maintenance Guide Cards are statements of the minimum level of work and services that are to be provided under this contract. They are not intended to be, nor will they be construed as, limiting specifications or requirements. B. Preventive Maintenance Guide Cards contain check points that instruct the Contractor to adjust, inspect, test check, and replace items to perform preventive maintenance. These check points are intended to provide the government with equipment that is fully functional and ready for service. C. The Contractor will use the Guide Cards in the performance of Preventive Maintenance (PM). If the Contractor believes that an improved quality of PM may be attained by using other methods than performing the check points on the PM guides cards, he may submit these procedures to the COR for consideration as an alternative to using the PM guides cards. D. In conjunction with the PM guide Cards, the Contractor will be provided a monthly automated PM Work Order Form for each PM item. The PM Work Order form will allow the Contractor to make comments regarding to what extent adjustments, inspections, testing, checking, and replacements were made and will allow for recording any other actions that were taken by the Contractor to complete the appropriate PM. After each PM work item has been performed, the completed PM Work Orders will be returned to the COR for his review. The completed PM Work Order data will then be entered into the central data system by the Government for historical maintenance tracking purposes. 4. MAINTENANCE REPAIRS A. Maintenance repairs are defined as necessary repairs to Preventive Maintenance items covered under this contract that a prudent Journeyman Building Maintenance Technician would normally do while performing PM functions or repairs. If the Contractor identifies maintenance repairs that will require more time than the acceptable standard time allotted for that particular PM item, the contractor, or his on-site technician will notify the Contracting Officer's Representative (COR) immediately before proceeding with the repair work. The COR will decide to have the repair completed as miscellaneous work under this contract or elect to have the repair performed by other means. B. Maintenance Repairs of PM items that exceed one (1) hour are not part of this contract as a routine PM function. However, the contractor may be directed to complete the repair as Miscellaneous services under this contract and stated below. The COR may elect to have the repair completed by any means he determines suitable with the nature of the repair. If PM Repairs are outside the scope of this contract and the COR elects to have the work performed by the contractor, it will be covered by a separate delivery order or contract. 5. MISCELLANEOUS WORK UNDER THIS CONTRACT Miscellaneous labor as stated below will be utilized at those times the on-site maintenance technician is not actually performing Preventive Maintenance functions. It is anticipated that miscellaneous services under this contract will average about 10% to 20% of the Technician's workday time. Please refer to Section J, Exhibit 1., Building Statistics for actual times the maintenance technician will be required to be on-site at the building. The contractor will provide miscellaneous man-hours to accomplish miscellaneous work in the building. The services are functions associated with normal building operations and may include, but are not limited to, performing additional Preventive Maintenance, responding to or assisting with Service Calls, moving or hanging pictures and bulletin boards, moving furniture, escorting other contractors and other duties normally required in the daily operations of Government buildings. 6. OTHER MISCELLANEOUS WORK UNDER THIS CONTRACT The Contractor will also be responsible to perform other miscellaneous work stated herein at the Jackson Federal Building. Other miscellaneous work includes maintenance repairs of the interior and exterior of the building. Work includes but is not limited to, walls, roofing, flashing, ventilators, gutters, downspouts, splash blocks, parking areas, soundproofing, floor coverings, carpeting, ceramic tile, stairways, ceiling tiles, doors and door hardware (except re-keying), toilet fixtures, electrical systems and equipment including lighting fixtures, incandescent bulbs, fluorescent tubes, piping systems, etc. The Contractor's on -site maintenance technician may also be required to perform touch-up painting, not to exceed 35 square feet per incident, as required in the accomplishment of maintenance and miscellaneous work. 7. MISCELLANEOUS WORK OTHER THAN NORMAL WORKING HOURS When ordered separately by the COR, the contractor will provide miscellaneous man-hours (refer to Exhibit I, Building Statistics for estimated monthly hours) to accomplish miscellaneous work in the building. These services include, but are not limited to, escorting other contractors, moving furniture, etc. The Contractor will respond to any request for such services within eight (8) hours of receipt of such request from the COR or his/her designee. Requests may be placed orally by the COR. The Contractor will be paid at a predetermined hourly rate for these other than normal working hours services. 8. QUALIFICATIONS Qualifications of Maintenance technician(s) A. The maintenance technician assigned to the Jackson Federal Building and maintenance personnel providing back up support during absences, must demonstrate a strong electrical aptitude consistent with a journeyman electrician/HVAC Technician, and the work under this contract, and will possess at least 2 years (within the last 4 years) experience in the maintenance and operational functions of buildings and systems of similar size and complexity to be maintained under this contract. The on-site technician(s) assigned to the Jackson Federal Building will have the appropriate certification(s) pertinent to the nature of work (e.g., Electrician's license, refrigerant handling Certifications, etc.). Qualifications of Maintenance Supervisors: B. Supervisory personnel will posses at least 2 years (within the last 4 years) experience in supervising the maintenance and operational functions in buildings of comparable size and complexity covered under this contract. C. GSA retains the right to require replacement of any contract employee for the following reasons: (1.) Unqualified or unfit to perform his/her assigned duties. (2.) Careless or incompetent. (3.) Unsuitable or otherwise objectionable, or whose continuing employment under this contract is contrary to the public interest or inconsistent with requirements for national security.
