Description
Architect/Engineering Design Services. This solicitation is open to both large and small business firms. The USDA Forest Service, Region 5 intends to solicit A/E firms to design future office and research facilities for the Institute of Pacific Islands Forestry located on the University of Hawaii campus in Hilo, Hawaii. A/E firms are required to have the expertise and skills to perform a complete design of: 1.) an office and laboratory facility, approximately 13,000 square feet in size; 2.) a multi purpose field support building (workshop, soil-plant-animal tissue processing, environmental chambers, refrigeration chambers, etc.) approximately 4,000 square feet; 3.) and various buildings: two shade buildings, a head house building (with a potting room & growing areas), and a storage shed for flammable material cumulative total approximately 4,000 square feet. The completed designs will include final construction drawings, specifications, and cost estimates. The estimated cumulative price range for construction of all facilities and site development is approximately four to six million dollars. This estimate may be revised. There is no solicitation package to request. To be considered for this procurement, interested firms must submit standard forms 254 and 255 with a letter of interest and examples of work demonstrating experience identified in the evaluation criteria. Consideration for selection will be based on the following equally weighted criteria. GEOGRAPHIC LOCATION: Firms must be licensed and have an active design production office in the State of Hawaii. Firms may partner or joint venture to meet this requirement. If the proposal is by joint venture, discuss the experience of participating firms and outline specific areas of responsibility for each firm. Discuss cohesive coordination of all phases from planning through construction assistance, demonstrate your ability to coordinate codes & planning regulations with state and local authorities, and discuss Quality Assurance throughout the project. PROPOSED PROJECT TEAM: as individuals, a team, or consultants. Discuss key personnel's background and qualifications including previous relevant experience; also, discuss the Lab Consultants or in-house lab capabilities. PROJECT MANAGEMENT: office management and team coordination, ability to maintain project schedule, cost control methods, CADD production (Note, firms must have in-house AutoCad, version 2000 capability), coordination & control of contract documents, Quality Assurance plan, methods of handling modifications and additions to work. DESIGN ABILITY: visual and narrative evidence of the proposed team's ability with respect to interior and exterior aesthetic quality, pre-design programming and concept development, incorporating mixed client types, familiarity with office and laboratory design, use of materials, detailing, design clarity, design management, and flexibility to accommodate changes or future growth. EXPERIENCE: previous relevant experience and time commitment on projects of similar size and complexity, including level of involvement by principals. (Note, this is not a design competition, however, firms must demonstrate their understanding of designing facilities with laboratories.) BUILDING EFFICIENCIES: Innovations and efficiency in building systems design, including: value engineering, seismic requirements, handicap accessibility, mechanical, electrical, elevators, security, environmental & health systems, fire protection & life safety systems, building automation systems, telecommunications, energy conservation, evidence of effectiveness, ease of maintenance & operations cost efficiencies, quality, and life cycle costs, etc. Please provide two complete copies of forms 254 and 255 (inclusive of additional information) to: Forest Service, Attn. Don Bandur, 1323 Club Drive, Vallejo, CA. 94592. Clearly reference Solicitation No. R5-01-20-14 on your envelope. Responses are due prior to 4:00 PM (local time) April 12, 2001.
