- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for the manufacture of flight-quality Silicone Impregnated Reusable Ceramic Ablator (SIRCA) billets for the Mars 2003 project, and associated material property testing. The work includes the impregnation of 15 SIRCA billets and related material property evaluation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase these services from HC Chem under the authority of 10 U.S.C. 2304(c)(1), only one responsible source. HC Chem is uniquely qualified to perform this effort as HC Chem was involved in obtaining the patent for the SIRCA thermal protection material and they performed the impregnation for the SIRCA material used on the successful Mars Pathfinder spacecraft. The Mars 2003 project is on a very tight schedule and the flight quality SIRCA material must be delivered by 9/1/01. The tight schedule does not allow for a learning curve in the manufacturing process. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on April 12, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
