Description
The National Archives and Records Administration (NARA) intends to issue a Request for Proposal (RFP) in a negotiated procurement for support to the Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group (IWG) established in accordance with the Nazi War Crimes Disclosure Act, Japanese Imperial Government Disclosure Act of 2000, Public Law 106-567. In its first year, the IWG directed the screening of more than 600,000,000 pages of material relating to Nazi war crimes and has overseen the declassification of 1,500,000 pages of such material and opened them to the public at the National Archives. The Nazi War Crimes Disclosure Act charged the IWG with reviewing all records that pertain to World War II, under the direction of, or in association with the Nazi government of Germany, any government occupied by the military of the Nazi government, and any government that was an ally of the Nazi government, which includes the Japanese Imperial Government. The initial work of the IWG concentrated on declassifying records related to Nazi war crimes. On December 5, 2000, Samuel R. Berger, Assistant to the President for National Security Affairs, issued a directive entitled _Phase Two Implementation of the Nazi War Crimes Disclosure Act: Identification and Disclosure of Japanese War Crimes Records._ In this directive the President_s National Security Advisor ordered Federal agencies _to locate and disclose, subject to the statute_s exceptions, any remaining classified United States Government records related to War crimes committed by or on behalf of the Imperial Government of Japan during the period 1931-1945._ The Executive Order directs the IWG to coordinate with agencies and take actions necessary to expedite the release of records to the public. Contractor personnel must possess intimate knowledge of national intelligence agencies' document security practices and procedures; have experience declassifying intelligence documents under EO 12958; have experience managing records systems and Access 97 software in the intelligence community; have experience evaluating the historical significance of the material being released; and have current Top Secret/SCI national security clearances. The contract awarded as a result of this RFP will be a time and materials contract for a base period of six months and two option periods of one year. Award will be made to that offer providing the best overall value to the Government. The requirement is a 100% small business set-aside. All responsible small business sources may submit a proposal that will be considered by NARA.
