- Description
- The Space and Naval Warfare Systems Center, San Diego intends to award a sole source firm fixed-price contract to SEACON, Inc. at 52 Airport Way Westerly, RI 02891, for six (6) outboard cable assemblies, and an option for 2 additional cable assemblies. USS DOLPHIN is the US Navy's only diesel electric submarine and is dedicated to Research, Development, Test and Evaluation. Eight outboard cable assemblies (plus spares) are required for installation on USS DOLPHIN between two forward and one aft Electrical Hull Fittings and eight Mk 3 Acoustic Device Countermeasures (ADC) to be launched from the DOLPHIN free flood bow. DOLPHIN Electrical Hull Fitting (EHF) receptacles are MIL-C-24231 glass sealed 3 pin receptacles. ADC Mk 3 Countermeasures employed on combatant submarines typically use a single 24-pin cable/connector system. An "8 to 1" splice block or junction box is therefore required to mate eight of the DOLPHIN 3-conductor DSS-3 cables to one 24-conductor cable. The entire "8 to 1" DOLPHIN Cable Assembly must meet Hazards of Electromagnetic Radiation to Ordnance (HERO) requirements in order to obtain Weapons Systems Explosive Safety Review Board (WSESRB) certification for the DOLPHIN countermeasure system. The contractor shall employ design practices, hardware, and test procedures identical to those approved for current production SSN-688I countermeasure outboard cables in order to readily obtain HERO and WSESRB requirements. NAVSEA Procurement Specification No. 7012519 shall be applied and adapted as necessary. Specifically 360 degree shielding is required for the entire length of the DOLPHIN Cable Assembly including the polyurethane filled, pressure proof, metal junction box. Alternatives to this design are not being considered since this is a one-time procurement. At the time of fabrication, the performing contractor shall have maintained qualifications to produce CSA Mk 2 Cable Systems for the US Navy submarine countermeasure program in according with NAVSEA Procurement Specification No. 7012519.
