- The government has received via email the following questions from parties expressing an interest to current urgent solicitation F41636-01-T-0082. Is there an incumbent? If so, last invoiced priced. No, an incumbent does not exist. Who is performing services now?The previous method by which sewage was disposed encountered environmental problems and therefore, another method had to be urgently devised. Up to 31 Mar 01, a current city sewage line is being utilized and is being performed by the Transient Alert contractor.What type of aircraft specifically? Over the last six months, the following aircraft had been serviced at our airfield: KC10, C17, KC135, C130, C141, C9 and C5.Is the contractor required to find a suitable disposable area or is a government disposal site available? A disposal plant within San Antonio, Dos Rios, is available to the contractor.Is this comparable to _Fleet Services_ type performance. No. The aircraft are transient and have their own home base.Is the contractor required to provide lavatory trucks/equipment or is it government provided? Contractor shall be required to provide trucks/equipment.When is expected start date? 01 Apr 2001. Is this contract under SCA 1965, if so, request number of Wage Determination and position classification. Yes, refer to number 94-2522 Revision 16 dated 01 Aug 2000. Positions for Aircraft Servicer and Truckdriver. Define Labor management? The sentence in the EPS posting is corrected and should read, Services required include labor, management, services for removal, transport and disposal of waste from aircraft lavatories.What is the start date for the service provider to start providing the service requested in the RFQ? Contract must be in place by 01 Apr 2001.How will the service provider receive notice that an aircraft requires service? Contractor point of contact shall be notified by phone and response time will be provided.What is the specific response time for servicing an aircraft after the service provider receives notice of the need for waste removal, transport, and disposal of a specific aircraft_s waste? Response time can vary from one half hour until the next morning after the aircraft has arrived. The response time is based on the aircraft time of departure. Will the service provider have to obtain flight line drivers_ licenses? If yes, what are the requirements for doing so, and what will be the time allotted to obtain them? The service provider shall obtain Flight line driver_s license which takes approximately one to two hours to administer which consists of hands on training, viewing a video, reading the AFI and taking a test. The test will be administered by quality assurance personnel. This requirement is a Small Business Set Aside and therefore, if a large business is utilized as a subcontractor, the Small Business contractor must perform 51% of the work.Level of effort? How did government arrive at the number of 33 for expected number of services? Has this number been holding true? A workload estimate was received based on June through December 2000 and a monthly average was taken from this time period.
