Description
Correction: Vendor to design and implement a four day orientation program and provide facilitation for a two and one-half day retreat. The purpose of this modification is to provide clarifications to questions received by this office. Question 1. Is there an incumbent contractor? Answer: No. Question 2. Is the contractor to develop new training materials, use existing OTI training materials, or change/update existing OTI training materials? Answer: The contractor will develop new training materials based on materials developed in past retreats or conferences. Question 3. Is the contractor to pay for the accommodations for the 15 orientation participants? Answer: No. Question 4. Is the contractor to include materials (training manuals, welcome packets, T-shirts, certificates etc.) in the price or will these items be reimbursed? Answer: Contractor should propose costs for materials that will be reimbursed by the government. Question 5. Is there a budget for this effort? Answer: We have provided an illustrative budget in this amendment. Question 6. Is this a Small Business and/or HUBZone set-aside procurement? Answer: The NAIC is 56111. Business size is $5M. Question 7. When is the anticipated date of award? Answer: Approximately 2 weeks after closing. Question 8. Advise the total level of effort for this task. Answer: The total level of effort will begin with the designing of the orientation program through the submission of the final report, approximate time line is from the issuance of the purchase order to the submission of the report two weeks after the retreat has ended. Question 9. Will you release a copy of the orientation program previously held in September, 2000. Answer: Not for the solicitation. Question 10. The solicitation references specific dates in one location, but notes that the dates are tentative in another. Is it possible to say that the dates are relatively secure and that we should definitely plan for those dates? Answer: The dates are tentative. Question 11. The instructions for the solicitation are limited to submitting resumes that demonstrate education level, ability to implement the tasks, and technical experience. Would it be acceptable to also submit additional supporting information that is usually included in a proposal, such as our proposed workplan or ideas on approach to the project? Answer: These are not instructions but information on how we will evaluate the key personnel. Contractor should use its own judgement. Question 12. By what day do you anticipate that you will be able to announce the recipient of the P.O.? Answer: See question no. 7. Question 13. What pricing mechanism is envisioned for this proposal? Answer: Firm Fixed Price or Time and Materials. Question 14. What labor categories are key? Answer: Facilitators. Question 15. Will the award be made through a purchase order. Answer: Yes. Question 16. Who conducted the preliminary workshops and are they eligible to bid on current proposal. Answer: Mendez England conducted the orientation and the retreat was conducted by Interworks. Yes they are eligible to bid. Question 17. Is the total number of orientation manuals requested 55 or 25? Answer: 25. Question 18. How can I receive/review a copy of the winning proposal(s) from last year's pilot orientation session and team retreat? Answer: Request information through FOIA. Question 19. What outside firm (if any) conducted last year's pilot orientation session and team retreat? Answer: See answer in question 16. Question 20. Is it possible to receive/review a copy of the existing orientation manual. Answer: Not for the solicitation. Question 21. Is the full proposal due by March 29, 2001 or just the interest letter? Answer: The full proposal is due now by March 30, 2001 as result of this amendment. Question 22. Do you have any facilities in mind or on hold? Answer: No. Question 23. Is there a list of recommended guest speakers that you have in mind? Answer: Yes, contractor will provide administrative support for the scheduling of guest speakers. Question 24. Referencing Management approach and institutional capability on page 5 of 5. Are you requesting contractors to be currently doing work for USAID or what? Answer: No. Provided below is an ILLUSTRATIVE BUDGET for this requirement. This is only an ILLUSTRATIVE BUDGET contractors should use their own discretion when developing their proposal. Facilitators -- Two people @ $450/day for seven days = $6,300, Instructional Designer @ $400/day for ten days = $4,000, Other Labor (Program Preparation, Logistical Support, Graphics, etc.) = $10,000, Per Diem for off-site retreat (based on package rate for all guests) Two people @$160/day for three days = $960, 55 Training Manuals @$50 (inc. 10 extras), = $2,750, training Facility $500/day for two days = $1,000, Training Materials (T-shirts, nametags, etc.) = $1,500, Transportation for OTI participants to off-site location = $2,000 (site will not be more than 2 hrs. from DC) TOTAL = $28,510 End of Clarifications. This office will not accept any more questions or telephone calls with the posting of this amendment. Interested parties must submit proposals on the Standard Form-18, Request for Quotation and complete the Amendment of Solicitation, Standard Form 30. Both of these documents are on USAID website.
