Description

NASA/JSC plans to issue a Request for Quotation (RFQ) for the analysis, modification, and testing of existing spare X-28 ECLS water pumps to be used with R-124 instead of water in accordance with the attached statement of work. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the services from Barber-Nichols, since Barber-Nichols has the unique knowledge of having built the original water pumps. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Technical questions should be directed to the Technical Monitor for this procurement, Charles W. Dingell, Jr., (281) 244-1286. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 5, 2001. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
