- Description
- The USDA, Agricultural Research Service, Soybean/Maize Germplasm, Pathology, and Genetics Research Unit, Urbana, Illinois has a requirement for Plot Combine. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-6025 is being issued as a Request for Quotation. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The solicitation is 100% set-aside for small business. NAICS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following: Offerors shall submit Descriptive Literature describing their plot combine in enough detail to ascertain the combine meets the criteria listed below. Plot Combine, Platform Head: 5 Ft Wide (2-30 In. Rows), Hydraulic Height Adjustment; Hydraulic Cutter Bar (Adjustable Speed) and Row Divider; Hydraulic Reel: 4 Bat Pickup Reel, RPM Adjustment, and Reel Height Adjustment; Threshing Drum (Open Drum): Diameter -- 350 MM, Width -- 780 MM, Beater Bars -- 6, and Electrically Adjustable Variator Min -1 300 to 1500; Concave: Beater Bars -- 9, Separation Surface -- M2.23, and adjustable; Shaker: Surface Shaker -- 1.8 M2, steps -- 1; Cleaning: Hydraulically driven & steplessly adjustable and Total sieve surface 1.6 M2; Grain Conveyance: Pneumatic conveyor system, via cyclone to the bagging station; and able to bag on left side on the ground; Engine: 52 HP Diesel; Drive: Hydrostatic direct drive with wheel hub motor, clutch for stop and go operation, and speed steeplessly adjustable to 0 -- 16 KM/H; Steering: Hydraulic; Brakes: Foot and Parking; Options: Working lights, side port holes to clean behind threshing drum, be to operate control from ground, i.e., throttle and engage threshing system; compressed air system for clean machine in field; and able to engage threshing system at full throttle, Offerors must include a commercial warranty for the building. FAR 52.212-1, Instructions to Offerors -- Commercial, FAR 52.212-2, Evaluation -- Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items;FAR 52.212-4 Contract Terms and Conditions -- Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items; and FAR 52-214-21 Descriptive Literature apply to this acquisition. These FAR clauses may be viewed at http://www.ARNet.gov/far/ . Quotations will be evaluated on price and proof of meeting the salient characteristics listed above. The evaluation factors for award listed above shall be considered equally, with no one element being weighted more than the others. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the quote offering the lowest realistic price nor the highest technically. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Payment will be made 30 calendar days after receipt of the plot combine. Plot combine will be shipped FOB Destination to: USDA-ARS-MWA, Bldg 991, Agronomy Plant Path, Hazelwood Drive, Urbana, IL 61801. Price must include any freight and shipping. Desired delivery of the plot combine is NLT August 1, 2001. Offers must include a 30 calendar day acceptance period.
