Description
PRE-SOLICITATION NOTICE. Furnish all labor, materials, and equipment necessary to construct an extension to the Coastal Patrol Boat (CPB) Office Storage Building. The project includes the following: (1) Construct a building extension at the Unit_s Storage Building, consisting of a reinforced concrete foundation, concrete masonry walls, prefabricated wood trusses with asphalt shingle roof, and associated mechanical and electrical work, (2) Provide a unisex restroom with associated mechanical and electrical work, (3) Asbestos abatement of transite panels, floor tiles and roofing debris, (4) Install Government-furnished equipment consisting of a 500-gallon fuel tank and a 4000-gallon diesel fuel tank and three fuel dispensers. The contractor shall furnish and install hard pipe connections. (5) Lighting retrofit at selected areas of the Station Building and (6) Installation of buried electrical site utility lines. There is a charge of $30.00 for the bid package. The check should be made payable to the U. S. Coast Guard and forwarded to CEU Miami. The request for a bid package must be submitted in writing. Inquiries concerning this project can be faxed to: (305) 278-6696. The estimated price range is between $250,000.00 and $500,000.00. The applicable NAICS Code is 23332, with a three-year average annual receipts small business size standard of 27.5 million. Bid guarantee, payment, and performance bonds are required. This procurement action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days from this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. Therefore, replies are requested from all concerns, as well as from HUBZone concerns. It is anticipated that the bid package will be available in May 2001.
