Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement to replace two medium-wave (MW) Broadcast Towers at its Sao Tome, Africa Transmitting Station located in the Gulf of Guinea approximately 90 miles west of Gabon. The MW antenna system consists of a two tower array with towers that are approximately 290 feet in height. The Contractor shall be required to: (a) demolish and remove the existing antennas; (b) perform corrosion analysis on the removed antennas' tower legs; (c) install new antenna towers at the existing locations; (d) reconnect the antenna feed system; and (e) provide a Field Report documenting all test results. The estimated construction price range is between $500,000 and $1,000,000 and the proposed period of performance of this work requires completion within nine (9) months from issuance of the Notice-to-Proceed. The contractor shall be responsible for visiting the Sao Tome Transmitting Station to verify local conditions. The Offeror shall be required to submit: (a) a Personnel Safety Plan; (b) a Demolition Plan; (c) a Mobilization Plan and (d) an Installation Plan as part of its technical proposal. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors, with technical factors being significantly more important than price. The following technical factors will be used in determining each Offeror's technical score: (a) demonstrated recent (within the past 5 years) experience in the demolition and installation of antenna tower systems in high-power RF environments; (b) proposed technical approach to perform the work; (c) demonstrated ability to mobilize resources in remote geographical locations; (d) qualifications of Offeror's Project Manager and/or Crew Chief as demonstrated by resumes submitted; (e) adequacy of the proposed Plans as outlined above. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement in May 2001, with a proposal response date of 30 days after release.
