Description

The Government intends to procure a Job Order Contract (JOC) for the Naval Base Ventura County, California and surrounding government facilities to include San Nicolas Islands and Santa Cruz. JOC is a firm fixed unit price, indefinite quantity contract consisting of individual deliver orders issued to provide a broad range of minor construction, repair and alterations to government owed facilities. The work includes providing all labor, materials, transportation, tools, equipment, management, incidental engineering, and supervision necessary to perform all ordered work for Government-owned facilities. The requirements will be ordered on an as-needed basis and will include tasks in a variety of trades such as painting, carpentry, roofing, excavation, interior and exterior electrical, plumbing, masonry, concrete, HVAC, boilers etc. Pre-determined unit prices based on RS MEANS ESTIMATING Cost Books will be used with a bid price coefficient effective for a base year plus four option years. The maximum for the base year is $3,000,000.00 with a guaranteed minimum of $250,000.00 per year. Each option period will not exceed $3,000,000.00 for a cumulative total not to exceed $15,000,000.00. Offerors will submit a technical and price proposal in accordance with Section L of the solicitation. Award will be made to the lowest price technically acceptable offer based on the following evaluation criteria: (1) Technical (Experience, Past Performance and Class "B" License) and (2) Price. This procurement is set-aside for Small Businesses only. The North American Industrial Classification (NAICS) code is 23332. The Small Business Size Standard is $27.5M. All responsible offers, received on time, shall be considered by the agency. All prospective offerors and plan rooms must register as planholders on this website (http://esol.navfac.navy.mil) in order to receive a copy of specifications. The official plan holder's list will be maintained on and can be printed from the website. In accordance with FAR 5.102(a)(7) availability of the solicitation will be limited to the electronic medium and will be for download free of charge via the website. Hard copies (paper sets) or CD-ROM of the solicitation will NOT be provided by the Government. Plan holders lists will not be faxed and will only be available from the website. Registering offerors and plan rooms must provide a complete name, address, area code, phone number, offeror type (prime contractor, subcontractor, supplier, or plan room), e-mail address and type of business (large, small, small disadvantaged, woman-owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments made to the solicitation. The specifications will be available on the website on or about April 10, 2001. The apparent successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR) database. Award will not be made until this requirement is met. Site visits for Point Mugu and Port Hueneme will be held on or about April 18, 2001. Following the site visit a video presentation of facilities at San Nicolas and Santa Cruz Island will be shown at the Point Mugu site.
